My guess is this might be a good talent for soloing, maybe, but it is pretty weak compared to Heart of the Wild and Nature's Vigil so it probably won't be used that much.

i like the talent, but is very weak for feral/guardian as it force you to pick NS to cast the healing spell

Currently, this interacts with ~~Frenzied Regeneration~~ and Cenarion Ward. This yield a potentially effective talent for tanks on fights where Savage Defense isn't helpful; high spell damage and unavoidable attacks.

It seems likely to me that Ferals will love this talent, as it will let you use Predatory Swiftness procs to cast Healing Touch on someone, and get the damage buff for your next two abilities (likely best to aim for Rip/Rake). If there's no ICD on it, then every finisher you use is going to allow you to get a sizable damage increase on your next two abilities.

After our Healing Touch ( ofc with Predatory Swiftness or Nature's Swiftness )
we ll get our lovely
In this case, if we use Rip or Rake they ll hit %25 more powerfull in every Ticks
+ this method can make more powerfull with many skills, too. Like Tiger's Fury and Savage Roar
+ simply, Do not think like "if i use Ferocious Bite, it ll be more effective then rip at first" = it's fault
- Below %25 hp of target, when we are using Ferocios Bite, it ll refresh rip with your Current AP

Restoration
Increases Wrath damage by 20% and your Wrath spell causes a nearby ally to be healed for 100% of the damage done.

Resto druids now can dps as they heal like disc priests.

This is actually a fun little talent for resto. It is also useful on big hit box bosses like Immerseus.

1. Total HPS will be kindof mediocre but DPS + HPS will be pretty high(priests will be higher).
2. Damage trinkets can proc and thereby increase your HPS(depending on the trinket)
3. You can heal from 80 yards away because the heal launches from your wrath target, not you(assuming party member is on other side of boss).
4. Heals the lowest health party in the raid. So spamming wrath is like sending out a constant stream of emergency heals! On average these will actually reach your party member faster than regrowth because you are likely already in the middle of a wrath cast when the party member takes his damage spike. When the wrath lands the heal is instantaneous.
5. Will, of course, benefit from wrath crits. They become heal crits.
6. Only half the HPS of spamming regrowth but 1/4 the mana use rate. So fairly efficient.
7. Will not proc harmony, nor of course, benefit from harmony. So it is best to gear away from mastery if you want to use this spell a lot.
8. Heals yourself if noone else to heal. So it is beneficial for soloing(if you chose to solo as resto!)

I couldn't find much info for Balance after 5.4 so thought I would add this:

After casting Healing Touch you gain a 30 second temporary effect that grants your next Eclipse 25% extra damage.

Make sure to re-cast Healing Touch before you reach your Eclipse state, casting it during a current Eclipse will not benefit that Eclipse but will buff the next one within 30 seconds.

Using Nature's Swiftness + Healing Touch helps a lot, especially when using the glyph - Charred Glyph .

Generally in a PvE situation you will use this pre pull and anytime before every eclipse state.
If Nature's Swiftness is available then cast Healing Touch before the last spell before an eclipse, if not then I find it best to use after leaving an eclipse just for reassurance that I will reach an eclipse before the 30 seconds expires and me needing to cast again.

The beauty of this talent is it allows you to help out with healing yourself or your team without causing a hinderance to your damage and the 30 second window it gives you allows you for movement phases, reapplying DoTs or other unforseen issues.

In PvP it's pretty straight forward, you will be needing to heal , and after you do heal you get a buff, easy. You can use Nature's Swiftness to activate this buff, but from a PvP perspective it's probably best to save that for an emergency or more of a utility role, rather than purely to gain this buff.
