She is not on that square watery thing. She instead is below the bridge in a room. If you go to the water and follow the canals, the entrance is near 47.66.

You find Arluelle along with two withered hiding among the barrels
When approached she says:
"Who is there?"
"<Cough> Arluin, is that you? It is so dark..."
"I understand... He never could stay out of trouble..."
"Thank you... I will remember this."

makes you change your perspective of Arluin

After completing this quest if you return outside of Shal'Aran to the spot where Arluin died you can find a pleasant surprise.

It took me a while to find it. How to find it: If you sit on the chair where the quest indicates,then go ~3-4m ahead, you would sit on top of Arluelle's location. You just have to get downstairs, and enter in the room beneath, on the right.

I didn't find her easily. Usually when this happens, I'll immediately tab out and search on Wowhead. This time, however, I resisted the temptation and figured out all by myself. Alone.

I advice everyone her to do the same. Seriously, her ~~husband~~ brother sacrificed his life to save everybody, in return this quest is all he asked, and you folks don't even have the patience to personally locate the woman?

We are spoiled by Wowhead, it's good to quest the old-fashioned way once in a while.

EDIT: turn out they ain't couples but siblings.

This confirms she is Arluin's sister.
Like the rest of you, I said and thought a lot things about Arluin that aren't fit to print.

From the spot on the minimap head SW down the stairs and then left under the arch. She is in a room on the right.

If you end up standing next to the ornate arch monument and faceing NW, go directly left to the top of some steps leading down towards a canal, go down and turn right at the bottom and go along under the arches, second column along a small room is on the left full of barrels, she's in there

This portion of the quest may be a slight nod to season 1 session 8 of Cowboy Bebop, Waltz for Venus' main plot point. The male character of the episode is a altruistic low level hoodlum. He steals a rare plant from his gang that can cure the sister he looks after's blindness and ends up dying to get it back to her. The main character ensures the plant makes it to his sister. When his sister asks for him to be the first thing she sees after the eye surgery, she learns he died and sadly remarks he must've died doing something bad.

Cowboy Bebop comes highly recommended. Even if you hate cartoons/hate anime, just give it a try.

If you actually look around the room that Arluelle is in.. There are poops everywhere and dead fishes... I wanna give them all of my Ancient Mana now..

She is hidden in a room, 48.02, 66.69. Just on the right hand side from the river.
Arluelle is in a room with a lot of boxes and barrels, you need to go through them to find her. She will be laying on the floor. Your character will give her the fruit and she will end the quest for you.

Description

I never thought I would need to read this... <Vanthir hefts a scroll in his hand.> Arluin made... plans... in the event he fell. It is not much, but I would like to honor his last request. <Vanthir hands you the scroll.> Go to the location marked on this map. Take this Arcan'dor Fruit and give it to a woman named Arluelle. Arluin was very specific that all rewards for his work be directed to her. I think he may have known what his sacrifice meant. I was wrong about him.
