Felbats is at 43.6, 24.4 in Azsuna Rhut'van Divide zone. You can get there by taking the path from 40.4, 34.3 Nor'danil Wellspring up the mountain. On top of the mountain you'll see Marius and Tehd, talk to them and Felwing will spawn after a few waves of bats.
He's a part of Adventurer of Azsuna achievement, has a chance to drop Smooth Felwing Wraps

Made our way up here but we could not talk to either Tehd or Marius. Tagged one of the elite demons that was by the chest, dragged it up to them (they started fighting it with us) and once it was killed, we then had the option to open a dialogue.

As another commenter said Illidari Stand is a good fp to go from. Head up towards Nor'danil Wellspring but before you aggro the ghosts there will be a path just to your right. Follow it all the way to the top where you'll find some ruins. They will be at the top of the tower.

As in "Bill & Ted's Excellent Adventure" movie, two guys - undead warlock and elf demon hunter hunt for dangerous demons stand in their way. There are four events in Azsuna and one in each other zone except Suramar.

Felbats, Felwing is located in Azsuna and he is needed for two achievements. You don't need to do a quest.

Coordinates: 43.6, 24.6 - Azsuna, Nor'Danil Wellspring, Rhut'van Divide,
Flight point: Illidari Stand - Izal Whitemoon
Achievement: Adventurer of Azsuna, Tehd & Marius' Excellent Adventure
Item: Smooth Felwing Wraps

start from "Illidari Stand" and follow the road to the West over a small creek. At the crossroads goes to the right and then turn left to go up to "Nor'Danil Wellspring". Between two trees is a small path, follow the path uphill to the top of the mountain to "Rhut'van Divide". On the top you will see Marius Felbane and Tehd Shoemaker. Speak to Tehd Shoemaker and fight against three Screaming Felbat and Felwing.

I had an issue trying to get this encounter to trigger - I could not speak to Tehd Shoemaker.

I tried looking online elsewhere to see if there was a solution but could not find one, so taking Phillrie's comment into consideration I did the following:

At 43.40, 22.43, there's a little open structure with two Felguard Sentinels in it. You'll see this building on the way up the path, it's right next to the tower. Engage in combat with them and start making your way up the tower. You might need to hit them a few times on the way up (don't kill them), as one time I had one go back to his standing spot and had to start again. Once you reach the top of the tower with them still engaged, Tehd and Marius will also engage in combat.

Kill the two mobs, then you will be able to talk to Tehd.

I don't think this is intended, but there seems to be a bug here.
