Location: Fish anywhere in Highmountain, both open water or fish pools.

Hand in to Ransa Greyfeather located on the top level of the building, SW from the flight path (turn right).

Objective: Catch 40 x Highmountain Salmon.

Reward: 1 x Random rare fish lure such as Skrog Toenail, Message in a Beer Bottle.

Notes:

If the world quest Assault on Thunder Totem is active, on arriving at Thunder Totem the area will be phased with attacking and hostile NPCs on the top deck.
Also, Ransa Greyfeather will be phased out so you will need to complete the assault quest first in order to deactivate that phase and speak to the hand in NPC.
For the hand in alternatively store the salmon in your bank (no need to have them in your inventory) prior to the quest, or purchase from the Auction House and hand in.
Actually fishing the Highmountain Salmon will not be quick because there are currently not many fish pools in the zone close together and are often on varying levels making it time consuming to gather, especially 40.
It may be easier to simply fish the open water around Thunder Totem to catch them at approximately a 20% drop rate.
The quest icon on the World Map can be partially hidden under the Assault on Thunder Totem quest icon, so double check carefully. Or use the Active World Quests: North America (or EU version) tool on this site; deselect all quest Types except the Professions & Skills option which should help.

Edit:
Updated to reflect the random fish lure reward. I got the Skrog Toenail and others reporting (including the wowhead wolrd quest maps) Message in a Beer Bottle. Perhaps this varies between NA and EU or simply is randomly set each time it is up.

You can also get the Message in a Beer Bottle from this World Quest.

It contains the Axefish Lure, which is used to fish up a Rare fish Axefish.

While I am of the consensus that there is simply some kind of issue with this world quest spawning, Blizz has in the past been known to have implemented strange seasonal date limitations on when things can be found (I'm looking at you Winter Squid). It'd be a bit weird though for a work order to have that requirement.

So while you are waiting for this quest to spawn to complete your achievement, take a break, and enjoy some alternative reading:

Most salmon species migrate during the fall (September through November). Salmon spend their early life in rivers, and then swim out to sea where they live their adult lives and gain most of their body mass. When they have matured, they return to the rivers to spawn.

So I got 40 Silver Mackerel instead. Can I turn those in for a crate of Borrowed Time? How about a handful of M&Ms and a rusty doorknob? How about a new fishing quest? :-) Seriously, after about an hour of flying around looking for schools of salmon, I got about 5 salmon, a fistful of knuckles from some Coldscale Gazecrawlers, a subway token, an old rubber boot and a half-pint of real maple syrup. That's when I realized I had been searching for so long, I had fallen out of Azeroth and ended up in Ogonquit, Maine, at which point I fell asleep on the keyboard.

It's up on Uther right now - I got about a 3:1 drop rate Silver Mackerel:Highmountain Salmon for the first 20 salmon, then the rate dropped to 4:1 for long stretches and ended up at 3.35:1 with me having 134 mackerel and 40 salmon, taking about 45 minutes.
