We have an accessible fishing spot here, but no bait seems to work! We need to find a local fisherman with some knowledge of the area to help us out. Head southeast and see if you can find anyone on the shoreline.

For horde Mokugg Lagerpounder is on the south end of the trench ("Shivering Trench") directly east of the garrison, right on the coast.

His name Mokugg Lagerpounder outside of your garrison to right side then move south to the coast

If the quest isn't offered when you hit 94, train in the lowest level fishing from Mak'jin and then the quest will be available.

For alliance Madari can be found by exiting your garrison to the right then heading northwest until you see a big battle ship stationed on the beach.He is to the left of the ship next to a small fishing boat and fire.
