Got this quest today after getting 8500/21000 into revered with the tillers

You actually receive this quest shortly before hitting 8500.
It became available to me once i turned a quest in and i only had 8450 (after turn-in)
So its probably somewhere between 8300 and 8400

There is an alemental, Thousand-Year Guardian that does 2 special abilities. The water spout can hit for a lot, so be careful. Once it's dead, just collect the water at 57,22 using the quest item.

Location is 57,22. You have to collect the water where the uppermost waterfall pools. There is an elemental that usually spawns here (unless recently killed). You can collect the water without aggroing it - if you are looking at the fall where it pools, you will see where the pool forms two waterfalls. Standing on the grassy part of the divide between these two daughter waterfalls, you are able to collect the water and be outside the aggro range of the elemental.

We can now get Tillers reputation via daily dungeons even before lvl 90. (Remember to click the little grey star to the left of the faction's name in your Reputation window.)

However, I can confirm that while under the normal progression you can get Nana's Vote I at around 8500 into Revered, after having done Mung-Mung's vote quests and Farmer Fung's vote quests in their proper sequence...you cannot get Nana's Vote I to pop up as available for accepting at 9357/21000 rep while still trying to complete the prior quests out of sequence.

Because I did the dungeon dailies while finishing my lvling to 90, I was able to get both Mumg-Mung's quests and Farmer Fung's quests before handing in Mung-Mung's...and I was able to complete both of those and hand them in more or less simultaneously. Not Nana's, however. (Apparently she's a stickler for doing things properly...)

On the bright side, I was also able to get the weeds cleared (garden patch #2) and the old wagon fixed and removed (garden patch #3) also while in the middle of doing Mung-Mung and Farmer Fung (Mung-Mung and Weeds popped together, then Farmer Fung and Wagon), so I just have to wait until tomorrow to pull up my cabbages, plant cabbage seeds, hand in the cabbages to Fung, then get Nana's Vote started.

I already have the 3 witchberry bushes and even Haohan's 4 melon bushes planted in anticipation of completing those quests, too, tomorrow.

So if you have a profession or two that desperately needs Songbell plants to drop Motes of Harmony (Inscription/Engineer here; why yes, I'm a professions masochist, why do you ask?), start farming Tillers rep asap, and remember you'll need to have pre-planted 2 carrots, 3 cabbages, 3 witchberries, and 4 melons, ready and waiting to be plucked so that you can harvest, plant 'replacements', and go. And if you do it right and have a Tiller's Grand Commendation, it'll only take you about 2 days at most to reach maximum reputation once you hit lvl 90.*

(*This statement assumes you actually do the daily dungeons with Tillers rep frequently enough to be high Honored or low Revered when you hit lvl 90. It also assumes you remember to do your Tillers' quests and plant the correct veggies in advance, correctly anticipating which ones will be needed. Additionally, this statement assumes you will not be operating any machinery heavier than a plow, or possibly an irrigation system or anti-bug defense mechanism, as found on Sunsong Ranch. Remember, farm responsibly!)
