It appears that the Confectioner's Sugar can be found scattered throughout Stormwind on the floors inside buildings.

Some people have said it can be bought also, I cannot confirm this however.

You're going to need to go to four different vendors to purchase the sugar (if you want to purchase it). It is "sold out" after one purchase.

Yes, the sugar can be bought from the cook in the Blue Recluse, Connor Rivers.

He only has a limited supply of two though. I don't know what the respawn time is.

Edit: After writing this comment, I came back and was able to buy one from him. The one on the floor had respawned as well.
So I you don't want to search for it through SW, you can stay at the Blue Recluse and could have it within a few minutes.

I walked in the room with Connor Rivers, picked up the sugar, walked out. It respawned each time that I walked out the door, so I could pick it up again. Very difficult to find from a vendor.

The sacks of sugar are on the typically on the ground, in tavern kitchens and general goods shops.

respawn times are less than 5 sec. Recommend just camping your favorite kitchen.

Respawn varies from 5 seconds to 1min 45 sec Best to just camp 1 spot.

A Fisherman's Feast- All you need to do is farm it fishing in lakes in the canals you know the normal way (inside stormwind) i alredy tryed it work or the easiest and funniest way steal it! yeah steal it from the fisherman's around Sw you just need to right click the barrels next to them.

There are some spawning points:
1. West of the Trade District (55, 69).
2. East of the Trade District (69, 65).
3. East of the Cathedral District (63, 51).
4. West of the Cathedral District (47, 58).
5. Northeast of the Cathedral District (56, 42).
6. Southeast part of the Dwarven District (69, 41).
7. Southeast of the Dwarven District (71, 44).
8. Northeast corner of Old Town (74, 50).
9. Olivia's Pond North of the Dwarven District (72, 23).

Feeling crabby?-This one is easy just right click the crabs you find in the canals but i have a tip for u before you start ride a mammoth while doing it because since they are much taller then normal mounts so they can walk on the cannals any other normal sized mount will be forced to swim and create a simple macro: "/target Canal Crab" makes it alot easier.

Orphans Like Cookies Too!-In this one you can just buy the sugar from various npcs (some npcs are Connor Rivers and the candy seller next to the quest giver) or loot it from the ground it is confirmed that you can buy several sugar bags rom the same npc but what i really recommend you is camping the spanw point of the sugar(It spanws inside several building in sw most of them related to cooking in any shape way or form) since the spanw time is 5 seconds! yh i know. But still i will give you some usefull places to search for it:

In the Mage Quarter
Blue Recluse (kitchen)

Trade District:
Everyday Merchandise

Old Town:
Pig and Whistle Tavern (kitchen)

Dwarven District:
The Golden Keg

Penny's Pumpkin Pancakes- You just have to gather them from the farm in Sw theres only one farm in sw so it shouldnt be hard to find but i will give you the coords anyway (around 55,11)this quest is in the same area of Diggin' for Worms so if you have both at same time consider yourself lucky :)

The King's Cider - And the last and annoyinest of all king's cider require you to look for the trees that have apples and search around them for fallen apples seems easy right well it is but the trees are scattered all along Sw and some just have 1 apple in the ground that will take even more time if another players are doing it. Some coords/tips now to help a bit . The closest tree to the quest giver is at (55,74).The apples show if you have finding herbs(herbalist skill) so if you are herbalist this will be easier. Final Thing the respawn time is around 2-5 mins for the apples.
All These quests are turned in to Robby Flay excpet Diggin'For Worms that one is turned in to Catherine Leland.

The bag respawn time is about 10-15 seconds, so its easier just to camp 1 then to run around like a retard

You can purchase it from some of the NPCs. I purchased one from the Chef's assistant in the Old Town Inn; he only had one however.

I just did an experiment by getting more than 4sugar and turning in the quest. I got to keep the additional sugar which means that u can collect many days' worth quest items during off-peak periods and simply accept and turn in the quest when u get this quest again.

Yeah you can buy it from vendors, but they have limited stock obviously, but the items respawn pretty quick anyway.

With 4.0.6. it could be trickier to find the quest items, but one tip I can give is that keep going to the same places as before, but you might want to look at little bit different spots for the quest items as before 4.0.6.

EASY WAY

If you really want to save some time, just buy them from these vendors.
You can wait for free ones, but they are so cheap its pointless to me.

They sell 2 at a time, (unless you have 3, then the will only sell you one.)

I would have gambled my mothers life on this. I have lived by this code ever since the patch came out. However today WoW proved me wrong and EACH VENDOR only sold me one today. So the vendors spawn 1 or 2

This daily has to be the WORST of the cooking dailies. The sugars are SLOW to respawn and only spawn in the listed above areas.

There is also sugar at the Slaughtered Lamb in the Mages' Quarter, in the corner at 42.35,81.67.

Once you finish the quest, orphans appear and get the cookies from Robby and thank him. Then they run around the Stockade tower to the edge of the water, and vanish.

SKIP IT.

If you don't find 1 or 2 rather quickly, for God's sake, SKIP IT. This is a terrible time sink and if others are actively doing it, probably the biggest daily time waste in Cata.

I HATE THIS STUPID DAMN DAILY QUEST ON MY SERVER. ITS A DAMN CROWDED SERVER SO EVERYONE IS ALWAYS DOING IT AND I CAN NEVER GET ANY DUMB DAMN COOKIES! PLEASE BLIZZARD GET RID OF THIS DAILY QUEST!

Here's my more detailed list of all the locations for the vendors for the Orphans Like Cookies Too! daily cooking quest. Just thought I would add in the co-ordinates to make it more simple.

Colin Field <Tavernkeeper> - Dwarven District's Inn - (65.9,31.3)
Connor Rivers <Apprentice Chef> - Mage Quarter - Blue Recluse - (51.5,95.5)
Erika Tate <Cooking Supplies> - Old Town - Pig and Whistle Inn - (77.4,53.1)
Lisa McKeever <Candy Vendor> - Mage Quarter - Next to Quest Giver - (51.6,72.4)
Thurman Mullby <General Goods> - Trade District - Everyday Merchandise - (64.8,72.2)

I also found one spawned on the table in the Dwarven District's Inn at (64.7,33).

Just keep checking the vendors over and over, and you'll be golden. The vendors have a 2 minute restock time on the sugar.

Really buy them. There a few spawning area's and many people do this daily from SW. So the change you will find them at once is quit small... and they don't spawn as quikly .You can buy 2 (i bought it from Erika Tate, next to the cooking trainer at the inn in old town).

i just went to the 3 inkeepers and then to the cooking trainer in old town and bought the last one i needed from the lady behind him . i wasnt able to loot any of the rats and had a hard time finding it anywhere else in sw .

Obtain 4 sacks of Confectioners' Sugar. Deliver the sugar to Robby Flay in Stormwind City.

Description

The orphans of Stormwind are often forgotten, but not today my friend. The king has requested a special batch of cookies be baked and sent immediately over to the orphanage. I was almost finished with the final batch when I ran out of confectioners' sugar. Can you run out and get some more for me? You should be able to find it at any of the general stores or inns inside of Stormwind.
