Fate-Twister Tiklal offers four (4) ways to obtain your three (3) Seal of Tempered Fate per week to be used for bonus rolls during raids. Some follower missions in your garrison also reward seals and currently don't appear to count against your weekly total.

The cost per seal increases each time you repeat a quest that uses the same currency. Please note that the costs have been fluctuating in the beta build to build; I'll keep this updated to reflect the changes.

Not in game right now. Maybe a bug, or maybe they delayed the seals adquisition date

EDIT: It appears that the fact that EU Ally players were able to get the seals during release date was unintended. Seals will be available for acquisition December 2nd. EU ally players will get their seals removed and the currency used to buy them refunded.

EDIT2: You can still get Seals of Tempered Fate with the RARE 100lvl Follower Mission at your garrison. Confirmed 18/11/14 (Source: Just got mine)

With a Warmill / Dwarven Mill you get one Seal per week for free. I have yet to find out if it is an extra Seal or it counts as the first one, making the 2nd and 3rd more expensive. Or that it works in a way that you can buy a 2nd and 3rd for the price of 1st and 2nd.

Fate-Twister Tiklal has been moved to the Apexis Crystal vendor area in Warspear (64.5, 62.5).

He is no longer on the island to the west!

The pins on the island (17.6, 55.8) are wrong. He is near the Apexis Crystal vendors.

I just did the quest as of 12/8/2014. It allowed me to do 1 quest. I know the day of Highmaul launch on 12/2/2014, I was able to do multiple quests and get an unlimited amount of re-rolls. This appears to be hotfixed.
