Guy is inside the underwater cave in Silver Side Trench. Just to the left of the repair guy.
(Find him by travelling east along Glimmerdeep Gorge then turn north just before you reach Nespirah. The cave entrance is in the wall, between the various feather-like plants)

You will visit Silver Tide Hollow 42 quests into the zone. If you don't wish to wait, you can go straight there, the area is not phased.

Just so you know, it's entirely possible to get to this guy even if you've done no quests at all involving Vashj'ir, you don't even have to do the pre-quests to get there to see him.

I flew to there to see if I could use him, and voila, it wasn't a wasted trip!

Useful if you're lazy like me and don't want to bother with the long cutscenes and whatnot.. just remember to bring something to breathe underwater.

I was very confused by the location because most were vague about the entrance.

If you look on the minimap it has a little artwork of a giant reef there for Silver Tide Hollow. The entrance can be found on the north side of it in the vertical middle. If you remember how confusing Stonecore's entrance is, it's like that. Get to 50.5, 38.0 and just look southbound and you'll see a big hole to enter.

Then you probably left when as soon as you had the battle at the ships when they give you a hint you can leave if you wish. If you truly run the quests to the end (I've done them as a 80 and on a 85) you get well into honored, 70% to revered even.

Took me forever and a day to find this jerk. Look for the cave entrance around the second "o" in "Hollow" where it says "Silver Tide Hollow" on the map. If you're facing southwest towards the giant column, it's about 1/3 of the way up from the ocean floor. I'd recommend doing the first quest before looking to get underwater breathing/swim speed buff.

My druid did all 150 quests in the zone and ended up at friendly. You must have run instances with the tabard?

If you do all the quests in vash plus twilight highlands you can get 70% though honored. with my guild rep bonus i was only 268 from revered after finishing all quests in both areas.

For all those wondering what quests gives rep, there's actually a very nifty search function here on wowhead, like so:
Database > Quests > Filter: Increases rep: ER
- this sorted on required level & "Category" = zone.

Just for fun I did the maths:
500 Kelp'thar Forest
+ 1475 Abyssal Depths
+ 1460 Shimmering Expanse
= 3435
Twilight Highlands: 5035
Deepholm: 9415
Sum: 17885
= 8885 into Honored
(+5%rep=9.8k into H, +10%=10.7k into H)

EDIT: redid the maths for one faction (link still show both though).
Hmm, did I miss 10 rep somewhere... well.
There are a few quests more outside these areas.

Slightly misleading, because some of the quests are Alliance or Horde-only. My blood elf mage has finished all the world quests, did so before his guild got any rep bonuses (it's a tiny guild), no tabard dungeon runs yet... and he's currently 8895/12000 honored with Earthen Ring.

my Priest at lvl 83 and never having done any quests was honored after arriving there on the ship.. did hyjal and deepholm.. and not all of deepholm b4 going there to grab the quartermaster

Good lord. First: Be in Shimmering Expanse - not Abyssal Depths or Kelp'Thar Forest. Second: Get up high around the lights of Nespirah (the big round thing), looking at it at 66.9, 53.1. Turn around 180degrees, the big opening at 64.9, 51.5 ... then get the FP to Silver Tide Hollow.

I did 90 quests in Vashj'ir as a Worgen on 80-82 (counting those which gave rep. to SW) and I got honored from that.

coords 50/38 for entrance to the cave, big hole in the wall. But it is hidden kinda by big giant foleage

For those struggling to find the cave entrance, notice all cave entrances in Vashj'ir have the weird yellow tentacle plants wafting about by them. Makes them much easier to spot.

Edit: Pandas hit the world and this is probably obsolete from a level 90 point of view, but if you are leveling by tanking, then I guess it's still viable.... atleast I tend to forget these sort of things.

If you, like me, just picked up tanking as secondary spec and need Arcanum of the Earthen Ring, but haven't been to Vashj'ir for months and can't remember which destination to take and you just happends to idle in Orgrimmar, completely clueless:

Take portal to Vashj'ir from Orgrimmar

Use Swift Seahorse Flight Master to Silver Tide Hollow

Enjoy scenery or get a mug of coffee (cups are for girls)

Buy your Arcanums at Provisioner Arok
