Actually this is a good thing, since half of te nation is likely to be under a foot or more of snow. I was really dreading having to wait till 2pm central time before I could play.
Maybe it has to do with the fact that middle-west and east coast is about to get slammed by tornadoes, ice storms, and 13+inches of snow in the next 36hrs and they didn't want mass complaints from people off work/school during the patch and (undoubtably) repeated crashes, hotfixes, and restarts. I, for one, agree if that's their reasoning!
I don't mind! Less downtime is always a good thing in my book.

"Rolling" refers to the fact that they don't shut down all the servers at once, but move from server farm to server farm, if memory serves.
