Apparently this is the Horde "guild mount". The alliance counter part is the Reins of the Golden King.

I have some practical questions about this item (seeing that it's account bound):

Will this item be consumed when you use it, like with the shoulder enchants? Or will you know how to ride the mount and will the item persist, like with some of the account bound companion pets)?
Does this item have any relationship to the guild or guild repution or guild achievement? That is, if you buy this item and then leave the guild, will you still have the item, or will it be removed/unusable?
What is the speed of this mount? I assume it scales automatically with riding skill?
What is the price? Is it gold, is it Emblems of Justice? If it's gold, does it "disappear" like with NPC purchases, or is it contributed to the guild bank somehow?

One interesting point about the first question about reusability is when you leave the guild, you obviously won't be able to buy this any more (or at least I assume you can't). So if it's a one-time use only you might want to buy multiple for any future alts and in the case you might not be in the guild in the future. If it's reusable (like certain companion pets), then buying 1 for all your current and future alts is enough.

I think they mentioned that major rewards also require a certain guild reputation, some items already list such a requirement, I'd say this one will receive one as well, though maybe only to buy, not to use, so you can buy it on your main for your alts within the same guild (confirmed)
As I speculated above (already downrated, sigh) the level requirement implies it will start at 60%, and auto-levels when you learn Journeyman Riding (confirmed)
A price that goes to the guild bank is technically no price, as an officer could give you that money back, so I'd say at most a certain percentage goes to the guild bank, the rest behaves like a normal NPC purchase. (confirmed, just a gold prize)

This is one kickbutt looking ground mount. Unfortunately, how often is anyone going to be using a ground mount over L60? I know that I won't be very often other than simply posturing with it occasionally. Yes I'll definitely get one, but I just don't see it being terribly useful.

Well, the scorpion's poison is less deadly the bigger the scorpion, so we might get a weee bit of swelling, as this thing is @#$%ING HUGE

I think there's a typo in the "Reward from" tab, it says that it's a reward for the Guild Achievement "Dungeon Diplomat" and if I recall correctly in Beta it was the reward for the Guild Achievement "Level 25".

This thing is nothing short of F@!$ING S!CK, wish it could fly tho that would make it all the more cooler, also would really top it off it there was a dead gnome inside one of the pincers or on the stinger but otherwise AWESOME JOB BLIZZ, keep stuff like this up and I may not think so much you do is so g@y! i dont see the use of this 1500 gold for a ground mount? what character under lvl 60 has 1500 gold and what character over lvl 60 wantys to give away 1500 gold?

Does It Require Exalted? With Guild Reputation. Hopefully It Doesn't, But In My Opinion, I Doubt Blizz Would Give It Away That Easy To Low Level People That Join High Level Guilds To Get The Mount.

I wonder if they alliance feel cheated at all that all they got was another cat related mount. It makes sense for them to have a lion since their logo is the face of one but come on. Redundant? The lion can't stand out that much among all the other saber cat mounts running around. The horde getting the scorpion though kinda compensates for the fact we got goblins instead of worgen.

And kudos to the hunters who get to tame the rare Sambas who is the same model as the alliance guild mount. If that doesn't say f--k you to the alliance, I don't know what does. :)

It's a shame that when my guild hits lvl 25 today or tomorrow, I won't be able to buy this mount because I have switched toons three different times and do not have any at the Exalted status.

If you purchase this on horde side you can send it to your alliance toon to make the Golden King. It will show in your mailbox as the Scorpid and when you receive it in your inventory it flips. (Correction: This only currently works if you have previously faction transferred your character.)

~~This only works once. If you send back the scorp to horde side, it will stay a lion (and be unusable to the horde.)~~

While you need exalted faction with your guild to purchase the reins you do not need any faction higher than neutral to use them.

Burgy Blackheart's Handsome Hat works well with this, since you can just take it off and on for the bug. It even works with potion of illusion (I submitted a screenshot) for all sorts of bizarre possibilities.

As of 4.1, equipping Burgy Blackheart's Handsome Hat will no longer overwrite potion of illusion buffs, so unless I'm missing something, no way to take advantage of the glitch with potion of illusion.

This mount requires you to be exalted with your guild. It costs roughly 1500 gold and binds to account. So you can buy it and send it to your other characters as long as they are in your guild too.

When mounted your character will hold a flag of your guild. He will not move while mounted like he/she does when you do emotes while you are mounted.

Hunters if you are exalted get you the rare brown Madexx in Uldum. It looks just like this mount except it doesn't have the armor on it.

When I got this mount and was riding around in Org I couldn't even count how many whispers I got. So be prepared to be spammed with questions about it. lol

The spastic sound that the scorpion made in Orgrimmar (which nearly annoys everyone) seems to be removed with patch 4.1 (Or before?). I went near it today and it was pretty silent. Thanks bliz! (At last u did something good)

The mount is slightly bugged as of 4.1 on orc male characters. The banner you carry in your hand is rotated 90 degrees, so you're holding the banner like a jousting stick.

Let me try to answer these and all other possible questions all in one post. (Although others have answered these questions, I'm just trying to get them all in one comment.)

You have to be Exalted with your guild to buy it.
Actual cost is 1350 gold because of the guild level 24 perk.
Like all vendor-bought items, gold disappears, not goes into guild bank. (Why would you think it would? None of the other rewards do that!)
Every mount in the game scales up to your maximum speed, now.
Like all other guild rewards, once you have it, it's yours, even if you leave the guild. Unlike battle standards which say right in the tooltip 'Requires Guild - Friendly' this mount can be used even if you're not even in a guild!
Once bought, you can mail it to any character on your account (limited by realm of course). And again, since it does not say 'Requires Guild - Friendly' this mount can be used by any character that has Apprentice Riding.
Previous to 4.1, if you mail this to an Alliance alt, they get it as a scorpion but can't use it. In Patch 4.1, mailing this to an Alliance alt converts it to a Reins of the Golden King and they can use it, regardless of guild rep.
Consumes on use, so you must buy one per character that you wish to have it.

This is one of the Few BoA items you can sell back to a vendor once you send it cross Faction.

Get a goblin buy it for 1050gold

Send it to an alliance alt

Sell it for 375g

If you dont mind the undercutting etc its a good way to get some gold over fast.

Yeah, so I decided to buy this on my horde and send it to my alliance char. It all happened in patch 4.1.0

What happened is as follows:

I logged on to my alliance char to find REINS OF THE GOLDEN KING in my inbox.
So yeah, I take it

THIS DOES CHANGE TO OTHER FACTION MOUNT DEPENDING ON WHO YOU SEND IT TO!

The part in bold is not true. You can send it to characters not in your guild and it works just fine. I read your comment and was concerned because I had plans on using it on a level 39. However I mailed it over to my char who is in a throw away guild (not the one where I was exalted) and the reins were learned with no issues.

The Alliance gets a normal sized lion with just some sharp teeth that we can get... The Horde gets an OVERSIZED, EPIC, SCORPION WITH HUGE CLAWS, SIX EYES THAT LOOK LIKE THEY CAN SHOOT LAZERS, AND A STINGER WITH VISIBLE POISON ON IT! Blizzard sure makes everything fair...

This has to be the ugliest mount I've ever seen, especially since you can't get rid of the guild banner from it. Don't get me wrong, the fact that it's a scorpion is awesome in and of itself, but the colouring selected is terrible. I hope Blizzard decides to re-do the colour scheme and add some lighter colours, like those armored or green scorpions from Durotar :)

Sorry, but the Alliance equivalent is better than this one in terms of design.

Also, the idle animations are horrible. I won't be getting this mount even when my rep gets to exalted.

I'm actually considering faction change to Horde just so I can ride on this thing....
Nothing against the Alliance Golden King (still a cool mount but could use some work),
but this scorpion is just so wicked looking.

A question. It says "Binds to Battle.net account". I assume that if I add a second WoW account on the same battle.net account, I will be able to send this mount to the characters on that account as well?

Seems logical, but I would like a confirmation to this before I spend a lot of gold on a bunch of mounts :)

A question. If you buy this mount, I notice it has a banner for your guild tabard. But what happens if you leave your guild and mount up? Do you just fly a plain grey banner like a guildless tabard, or does the pole dissapear?

MoP is coming, and mounts are going Account Wide. I made a little list of mounts, so you can show off how epic you are, starting at levels as low as 20. This list is meant for mounts you can achieve in-game without buying them from the Blizzard Store, as all of those can be used at 20. I have not included the TCG mounts, as those don't really show, "Feats of Strength" either.

When I mount this mount the standard which my toon is holding doesn't show the background (blue) which my guild tabard has on it. The standard is just a white background. same for Battle Standard of Coordination any reason for this?

At 5.0.3 update Kor'kron Annihilator have a new /mountspecial sound. Previously it has default Scorpid sound. In addition scorpid mobs also have new sounds like this.

I have noticed from time to time that the banner will reverse guild colors ie black background white icon to white background with black icon and boarder. Anyone know why this might be happening?

Seriously. The second I saw this, it was love at first sting. This is one mount that will rock you like a hurricane. No other mount gives you the same thrill. It's the official mount of any bad boys running wild. Ride mine every minute every day.
