This item drops for Alliance players, but they are unable to start the quest.

The Silithid Harvester is a rare, as shown by the silver dragon around its portrait. It was found on the western side of the Field of Giants all the way in the southwestern corner.

The Harvester's Head will drop for everyone in the group.
It does not look like any other silithid here, and will stand out.
It is not tied to the death of any other silithid.

I found him by simply parking my death knight there and using a "/target Silithid Harvester" macro while doing other quests in the Southern Barrens early in the morning while no one else was around.

Mmm, good to know. So why the **** did it drop at all? To tease me?

The quest this item starts CAN be obtained and turned in, contrary to what wowhead says. The Silithid Harvester has come back with patch 4.0.6 and is updated appropriately for the zone and is now level 34. The quest though has not and is listed as level 24.
In order to turn it in just don't go to Camp Taurajo like the in-game question mark tells you, but continue to Vendetta Point. Jorn Skyseer resides there after The Cataclysm.
The quest did not count to Southern Barrens Quests, but as it was listed under Northern Barrens in my Quest Log, it may count to Northern Barrens Quests. I was not able to confirm that, because I had already completed the achievement for that zone. So if anyone does, please respond to this comment. :)
