In the Obsidian citadel (West side of Waking Shores), there are some 'normal' Qalashi you can target for this at /way The Waking Shores: Obsidian Citadel (24.73, 59.77), but, if you have enough ilvl to deal with the elites, I guess any Djaradin could serve, and the area is packed with them, along with players doing dailies/weeklies around.

I personally had most luck getting this to drop on/around the top of the slope of Burning Ascent near 37.1, 62.8.

Just defeat all the non elite mobs up and down this area until it drops.

Lots of Djaradin at /way Zaralek Caverns 43.32 34.39, naturally being in th zaralek caverns the enemies are a little tougher but i'd say its still easier than enemies near the obsidian citadel
