Got one off Ame printanière sifflante while doing the Ohn'ahran Plains WQ , Valve de pression, which seems to be up all the time or a lot of the time.

EDIT: WQ does not have to be up (although it does make farming easier for getting lots of tags). As Sarranuvas mentions, any of the elementals in this area can drop the splinter. /way Ohn'ahran Plains 78 78 Elementious Splinter-Elementals

/ways are maybe not the best places to farm for these but these are what I gathered from other WoWhead comments and drop rates.

Please note that I am not 100% sure as for the IDs of what can be looted in Disturbed Dirts and Expedition Scouts, though as they are lootable through the same method it shouldn't be a problem. Do no hesitate to reply if you looted one or the other and the IDs are wrong so I can modify it. :)

2 of this dropped from one mob in Emerald Dream for me - sadly I couldn't benefit much from this (Apparent) bug as I was maxed on alchemy knowledge anyway but I got 2 from 1 mob and could "use" 2 - so extra mettle I guess? Pretty weird
