I am quite sure ranked arena are still available at 70 but the queues will be insanely long due to a very low amount of teams.

Level to 80 is my suggestion.

too answerse your question yes you still get arena points at 70 but soon as you lvl 71 you lose them not sure if you still get rating but one quick match will tell you that
