By 'new laptop', how new do you mean?

The NX9010 isn't a current model so I couldn't get accurate specs on it, but it looks like it could be a bit under-powered for WoW.
If you have anything less than 1Gb of useable RAM (shared video RAM shouldn't be included in this) then you will struggle.
My first shot would be to make sure you have the latest DirectX drivers you can find and uninstall any software you don't really use, especially if it loads on startup.

The graphics are all the same on all variations - ATI Radeon IGP345M (uses AGP)
RAM can be upgradeable to 1GB but thats the limit, most versions come with 512 or 256
Processor is Pentium 4 2.4 - 3.06GHz
Those are not great specs (2006 times), and the Radeon is not capable of playing highend games

Ouch, Google shows that to be integrated. There's your problem.
Well maybe, but I run WoW on an Acer laptop with integrated ATI Radeon Xpress 1100 graphics, at least you don't have integrated Intel graphics, then you'd really be screwed.
I think the problem is most likely RAM, my performance was patchy back when I only had 1Gb and the graphics card took 128Mb of that. Since I've upgraded to 4Gb things are much better.
