Windfury 3 Second Cooldown

Not criticizing blizzard, not accusing them of not knowing what they're doing, ect. ect.
I'm just wondering, wouldn't it be entirely possibly to just change the 3 second cooldown to like .5-1 second. Because all I've been hearing about it lately is, "They only put this in so it would stop double windfury procs." Well, wouldn't that in theory stop double procs, and give the shaman community basically what they want?
Feel free to contradict me, always up for learning something new.

I think they made it so windfury only procs off white attacks (I could be wrong though, haven't done much on a meleer with a shaman present and my shaman has a ways to go until stormstrike) but I would think that in itself would make windfury unable to proc multiple times in a row, making an ICD unneeded?
I agree that the ICD is kinda bogus. It makes faster weapons worse, which really shouldn't be the case. It takes a 3.9 attack speed with no haste to pretty much garuntee you wont eat a proc, and there's VERY few weapons that slow.
