Night Elf Rogue, Shadowmeld?

Hi!
I am not sure, so I am asking from you guys..
If I understood right, Night Elfes has shadowmeld, which will improve Rogue's and Druid's own stealth.
Is that correct?
Shadowmeld:
Racial - Instant - 10 sec cooldown
"Activate to slip into the shadows, reducing the chance for enemies to detect your presence. Lasts until cancelled or upon moving. Night Elf Rogues and Druids with Shadowmeld are more difficult to detect while stealthed or prowling."
I have asked on WoW inside game in general chat, but people don't know or they say it won't improve stealth..
But there is:
"Night Elf Rogues with Shadowmeld are more difficult to detect while stealthed or prowling."
-So what does that part mean then?

Id say its an "on all the time" not just while standing still.
Shadowmeld can only be used while standing still. As soon as you move it is cancelled.

Yes shadowmeld can make you invis/stealth while not moving but that isn't the OP's question.
@OP as said before shadowmeld does provide a passive buff to druid/rogue stealth and will help you to not be seen in stealth.

To clarify and tie things together...
Shadowmeld is a passive boost to Rogue and Druid stealth, increasing stealth by 5 points, or one character level. It is always on, and can be increased through the talent
Master of Deception
, providing +3 to stealth per point, maxing out at +15.
