My apologies if this has been posted and answered. I have been searching for some time now and have not found what I am looking for.
What is the 'proper' raid progression?
I have completed all of LFR and my gear is just about as good as it can get between legendary cloak, LFR loot and Timeless Isle.
Should I be looking for flex runs or normal?
It really depends on a group leader. From my experience people want as high ilvl as possible, so it may be even hard to get flex groups, but keep trying. You can do flex cross realm so depending on your realm situation it may be easier for find a group for that.
Or better make your own group.
Doesn't hurt to try to find a normal raid group, but if you have trouble finding a group that will take you (whether that's because of your gear score or not), you can fill the time waiting by doing flex. Finding a flex group is also easier the higher your gear score, but you should be able to get into them at your current gear score. The easiest way to find flex groups is via oQueue. You can use the built-in raid grouping tool too, but I don't have any experience in how well it works in practice.
I've noticed that flex pugs frequently do well in wings 1 and 2 but can often have a hard time in wings 3 and 4. Still, it's an effective way to gear up.
I assume you're doing Ordos and the Celestials every week, as those are key. If not, oQueue and the built-in tool can help with that too.
But to answer your question, there isn't really a "right" path of progression here. If you can find a normal raiding group that will let you in without gearing up through flex first, then that sounds like a good opportunity. If not, do flex first.
