In the rogues combat tree, there is a talent called "Precision", at 5/5 it states Increases your chance to hit with weapons by 5%".
I am not exactly to good at the math and do not have extensive enough knowledge about game mechanics to calculate this sort of stuff.
So with this talent as cookie cut combat swords build from the compendium what is cap hit rating and what should i be aiming for?

Your stats pose as a great example of how pushing for too much hit severely gimps your other stats (in this case AP). Anyhow,
Your base chance to miss a raid boss while dual wielding is 28% with auto-attack on both hands. Your base chance to miss a special attack is 9%. For each 15.77 hit rating you equip, you reduce your chance to miss by 1%. Thus we can calculate hit caps for auto-attack and special attacks:
Auto-attack, 0/5 Precision: 442
Auto-attack, 5/5 Precision: 363
Special, 0/5 Precision: 142
Special, 5/5 Precision: 64

Most rogues don't go over 300 unbuffed, but in t6 gear, not early Kara. You should really re-gem.

Whilst i might gimp my AP, With a warrior for the shout and 2 paladins for Might and Salvation, which is what my kara group is at the moment, my AP goes upto easily 1.8k and i have seen it go upto 2.4k with mongoose and trinket proc

Sure, but the unbuffed stats is what matters. I suggest you use a spreadsheet and let excel think instead of you, that's what I do anyway :p

On combat gem selection: only gem for socket bonuses that provide offensive stats (hit/crit rating, agility, AP), and only if they are achievable using solely red and yellow gems. If you are socketing for a bonus, always use in yellow sockets and in red sockets, unless you are nearing the hit cap, in which case use in yellow sockets and in red sockets.
Pay attention to your meta gem socket requirement of 2 blue gems. Only use to fulfill the requirement, and only as many as necessary. If you are not socketing for a bonus, always use or , switching to if you reach the hit cap.

Yeah you got me there, I can't see anything wrong with your gemming, I guess your AP will increase when you purple-out your gear.

My AP will rise slowly, I will hope to keep my Hit around 300 and raise my Crit and AP.

I didn't realise the cap wasn't mentioned in the hit rating section of itemisation. I'd explained it briefly in the weapon expertise section only:
Blizzard changed weapon skill again in 2.3 to weapon expertise. The stat no longer grants us hit and crit rating (which caused our hit rating cap to rise from 308 with precision to 363), but instead reduces the chance that our target will dodge or parry our attacks.
I'll add the cap information to the hit rating section.
