Rogue haste effect on 5.4

On 5.3, for every 32.79 points of haste rating, rogues will have 1% faster attack speed at level 90.
I wonder if this still applies on 5.4 which means that the rogue will have 81% attack speed (as an example) from the
Winds of Time
by equipping the
I have been reading and nobody seems to have a clear answer. I'm finally at a high enough gear level where I can start reforging and I know that for PvE I need 7.5% Hit & Expertise, PvP 3% for each, but the Mastery>Crit>Haste order has me curious. I play on a PvP server, so it is likely that when I hit 90 I'll have my PvP gear on in the world while doing my dailies, so should I keep the stat order the same and only reforge my raid gear for Haste>Crit>Mastery? Is there a cap or point of diminishing returns for any of those stats? Am I going to struggle with the mobs if I leave my PvP set on with only 3% hit or how do people normally gear when playing on a PvP server?
rule of thumb is...if you're a hard core pve player, on paper, you'll out gear a hard core pvp player out in the world and should be able to finish him off easily just b/c of the gear ilvl differences. there's no real DR, yet, for mastery and crit. crit cap is like 100% - 25% (glancing) - white hit miss% while fully buffed, idk if envenom/mutilate/dispatch gets a crit buff like how pre-cata you can spec to get a crit buff on those abilities, but you get the idea. There's a bit of DR possible if you're constantly energy capping due to having a ton of haste, but this is mostly for combat.
I guess that means it's preference if I wanted to keep a separate haste forged set for dungeon/raid/scenario runs while I use the mastery forged set for PvP. Thanks for the advice and I will keep that in mind as I start gearing up. There's a loot selection that lets you choose which spec the loot drops for. Is there going to be a difference for rogues for that, or would the loot be the same?
loot will generally be the same, except for your weapons..there was a fix a few weeks ago dealing with fixes to not getting daggers as assassin with bonus rolls
