Looking for some guidance for my dps rotation.
Generally my rotation is:
Curse of Elements,
Immolate (Try to keep this up at all times)
Congratulate (Should I be using both charges at once? Sometimes I do sometimes I dont)
Incinerate to build embers and to use backdraft
Chaos bolts when I have more then 3 embers and Instability is up
Rain of fire if theres more then 2 mobs
and then shadowburn when hes below 20% health.
Im sorta decently gemed and chanted but im still only pulling 50k max dps on single targets.
Im attempting to do the green fire quest but I just dont have the dps to get the boss down in the time allotted.

As of right now, this is true. It's a DPS gain because of the additional embers that you build from having RoF up. 5.4 is reducing the ember generation from RoF, so that this will no longer be the case.
My biggest recommendation is to use an addon to track dot duration and trinket/jade spirit procs (Need to Know, Tell Me When, or Weak Auras all work great). Prioritize your CB casts 1) when you won't consume backdraft and 2) when you can make the most out of your procs. I tend to cast both charges of conflag early in the fight, because usually a few procs hit, and the conflags hit nice and hard - you also then get 9 charges of backdraft to build embers fast (6, then by the time you incinerate x6 and reapply immolate, you can conflag again for 3 more).
Try to CB when you have ~3.5 embers (i.e. get them as close to max as you can, without letting them max). This will let you Dark Soul and CB spam when you get good procs.
Don't forget to use your Doomguard cooldown (try to use it with procs and Dark Soul).
You have good gear, and I would expect you could pull 80-90K easy for single target. Don't judge yourself by the Kanrathad fight though, as that is definitely a finesse fight, and not brute force. The only thing I would note with your character though, is to top off your hit, and that you're missing a few enchants (shoulder, bracer, weapon). I know that those are the more costly enchants and you'll replace the gear soon, but it'll make a difference (especially Jade Spirit on your weapon, since as destro we can time the procs with CB's).
My advice would be to gear up a bit more, 495+ starts to make the fight much easier I've heard. tried myself at 480 and had a tough time.
I've never pulled 80-90k on a single target without walking into a fight with full embers and all CD's and full raid buffs. Maybe I need some help too....

First thing that comes to my mind is rep gear for the both of you.
Farm those valors and get those 522's asap. (although bare in mind the patch is 2 weeks away so maybe keep some in store for the new ones to come)
At friendly you can get trink, neck, belt, bracers and ring so ...
Like mentionned, addons play a major role in maxing dps.
I use buttontimers, affdots (great for destro as well), quartz just to name a few.
Neph, you have your gemming and enchanting all wrong.
NEVER gem or enchant pure Hit, that is what reforging is for.
Your personal stat weights are as follows: Intellect >Crit>Haste>Mastery. Respectively 4.25-1.71-1.64-1.43 (i got this using simulationcraft with 10000 iterations)
So gem and enchant using those weights and reforge all that mastery to hit up to 15%
If you use askmrroboto's optimize feature it'll tell you exactly what to do.
Start with that and you will see a huge diff right away.
