Help me spend my VPs

I came back to WoW a month'ish ago after playing MoP for the first few weeks post launch.
I would like to know how to spend my VPs please : ). I'm still unsure on how to go about spending on VPs, On upgrades or spend them on items instead.

Some random remarks:
You dont seem to be raiding normals. Do you plan to?
Your wrist and top ring are unechanted.
Your glyph and talent choice is somewhat odd.
You are 2% under hit cap and 1% under expertise cap. I suggest you get
- to fix you reforging.
Typically when you want to plan your VP you count biggest dps gain per VP spent. You dont have many options for 522 upgrades because your Shado pan assualt rep is only at honored. Currently you have a
Seal of the Shado-Pan Assault
available. You already bought the ring and neck is only 6 ilvl gain for 1250 ilvl (and not the best itemisation either). Of these items cloak seems to be a good idea. 20 ilvl gain for 1250 VP, which is exact as much as if you'd upgrade some items 5 times, but since you arent raiding normals, only better option - from Ji-Kun normal (you have LFR version) is closed for you (Horridon cloak is ok too but the itemisation isnt that great).
Now for the ilvl 496 rep gear. Only possible option is the trinket:
, but imo its not worth its cost in VP atm. Better if you could check your AH for
Relic of Xuen
or just keep running LFR Toes and ToT for an upgrade in that slot (the DMC trinket even though its ilvl isnt good is overbudget by a lot).
1. Buy a cloak.
2. If you plan to raid in the future dont spend your VP right away, have a 500 VP ready for when you get an upgrade (tier piece or something). If you dont plan to raid normals just upgrade all your 522 gear while running LFR.
3. Once you get your SH-P rep to revered your best bet is the belt, as possible alternatives drop from Oondasta, Durumu and trash on normals.

-Ignore the hit/exp caps I got some new item and chose not to reforge right after.
-I will not be raiding normal.
-I started doing that Legendary quest and am on the 14/20 Secrets of the Empire, Am I too far from the legendary cloak? if not, I'd rather wait for that i600 back.
-I will work on SH-P rep
After Secrets you will need max 12 weeks of clearing two last parts of ToT LFR (guaranteed drop of lei shen). Minimum amount of week is 2 if you would get a titan runestone of every boss. On average luck it will probably be about 5-6 weeks before you can get the runestones. Than you will have to beat quite annoying quest that tends to bug out that requires a good dps - it isnt really meant for hunters, its balanced around caster dps. Literally impossible in BM spec.
5-6 weeks is 5000 to 6000 valor if you cap every week. 6000 valors allows you to upgrade 5 titems 2/2, but you dont have as many.
You can delay buying the cloak and go with the upgrading of your 522s till you are about to cap VP and than buy the cloak or if you are Revered with Shado pan by than buy the Belt instead.
I would buy the cloak though (and not upgrade it, while waiting for the legendary one).

Because it's not requiring revered status as you mentioned but Friendly instead. Just want to make sure that's the very belt you recommended and not something else Zak?

I'd prolly be still using it if not for thunderforged zone drop.
In other words. Buy the belt once you upgrade all your 522 gear, 1750 vp for 20 ilvl is a little bit worse investment than upgrading.
