In the Hinterlands is Seradane. I can't find any info on what this place is. There's an instance of some sort?

It was there before Cata came out. Since then the dragons that were there have been moved.

There were outdoor raid boss before Cata came. There were lots of 60-62lvl elite dragons and one Big eavil dragon boss.

Yes...as that was one of the spots the World Dragons from Vanilla spawned in, just as Nathanyal's link tells you.
