Hi,
I am stuck in a Wrath of the Lich King Heroic quest called "Whatever It Takes !". The Dungeon had to be aborted due to players who left before the boss was killed. The dungeon finder will not let me reenter, the dungeon appears locked. Tooltip says "You are already locked for this instance". How can i reset the instance to find a new group ?
You will have to wait for the daily reset to occur, or do a random and pray that you get it again. Happens to all of us at some point or the other.

Whatever it Takes!
is not a heroic-only quest, so you could queue for the normal version of Halls of Lightning to complete it.
I even suspect you actually visited the dungeon in the normal version as a random dungeon with that failed group, and are now only looking at the heroic dungeons in the manual dungeon finder, which may be locked altogether still as you may not have the required itemlevel for them. Scroll down a bit, or collapse the "Wrath of the Lich King Heroic" section to see the normal dungeons.

You may have out-leveled the Looking for Dungeon tool, but you can always go back and run the dungeons you need by entering them physically. As you get to a higher level, you may even be able to solo the dungeons.

In fact i am now unable to play any quest from the series "Wrath of the Lich King". I suspect my level is too high now. Quests don't cease to exist only because you outlevel them. However, their exclamation marks disappear from the minimap and above the questgiver's heads. You can display them again by clicking the looking glass at your minimap, then check "Low Level Quests".

If it shows up, select the dungeon specifically. When you hit "i", instead of letting it default to random dungeons, you can change to a list.
If you have really out-levelled the dungeon, maybe you are high enough to solo it, in which case go to the physical entrance and zone in. You will not need a group. Being able to solo a dungeon depends on level, class, gear, and play style. It is possible to brute force solo by being so high level that you can kill anything, including bosses, in one or two hits.
For example, my level 90 Shadow Priest in raid gear waltzed through the Lich King dungeons to find the
Elders of the Dungeons
, and the fights I did have were over in 2-3 seconds.

As a rule of thumb, dungeons become soloable for everyone once you are 5 levels above the recommended range. Heroic dungeons may take 10 levels, or even more due to special fight mechanics.

I assume you're talking about
Expeditionary Coordination
/
Expeditionary Coordination
. Click on the respective link for your character's factionand check the map there where to (re-)accept the quest, indicated by an exclamation mark.
