to obtain it. I'm not sure if it's possible but that list should help you to figure it out.

I expect it would be doable with some of the TCG tabards. There's over a dozen of those. Unfortunately that'd basically necessitate an outlay of cash.
At that point they may as well just buy the game. :P

No, I do not think this is possible. Not sure what makes you think you can get even 11 of them at level 20.
There are 11 races in wow, and they each have a tabard you can buy at friendly, and now that achievements are account wide, they should all count towards the achievement.
Also, for completing the Draenei starting area, I know you get a tabard. I would imagine there's a blood elf one as well.
There are 4 (2 Ally, and 2 Horde) tabards that you can buy for honor that have no level requirement and are relatively cheap as well. There are 4 tabards that have steeper honor requirements, and require a level of rep with various battleground factions, but those should still technically be obtainable for the starter account unless there is an honor cap (not sure on that).
There is also a guild tabard.
So for a level 20 starter account, they definitely have access to 18 tabards (account wide), 22 if they have no honor cap.

My first thought, too, but then again, you could wait 30 days until the mail with the tabard expires, and then restore it from a tabard vendor. You may need to attempt to open the mailbox to trigger the expiration for stuff that is automatically mailed to you.
