Feral Druid DPS is too low for the gear I have...

I am currently a lvl 47 Feral Druid, with 3 heirlooms equipped, but I still find my dps to be low (350-450 dps in dungs;; and 250-350 questing). Is this normal for a druid with 3 heirlooms to have this dps?
QUESTING // DUNGEON MOBS:
Wild Charge ----> Mangle (until all 5 combos are up) ----> Ferocious Bite (Thrash for AoE)
DUNGEON BOSSES // RARES:
Wild Charge ----> Rake ----> Shred (until all 5 combos are up) ---> Rip ----> Repeat shread ----> Ferocious Bite
Can my rotation be improved for a higher dps?

You should Mangle before you Rake on boss fights. Mangle gives a debuff that increases bleed damage.

This is false. Mangle has not increased bleed damage since 5.0.1
@OP: I'd suggest using
while doing dungeons. Get it up quickly to increase damage from bleeds and autoattacks. Use it while questing if you have the glyph, or you are mobs with lots of health.
Honestly almost everything pre level 80 (except for bosses) dies before I can get my full rotation up.
For leveling I spam mangle till 3 combo points then FB and it takes care of the mob, I don't even have heirlooms.
For dungeons I start with thrash then just spam swipe and tiger's fury.
I don't think you should worry about your DPS before cap level to be honest.
As long as stuff dies you're fine.
mangle (2 combos) shred (3-5combs) and finish with rip
