Never have, and probably never will. Why do they even make you scroll through it every patch? They have to know that nobody ever really reads it. Apparently Blizz can ban someone for any or no reason at all, so what good is a ToS anyway? Useless waste of bytes.
It's good to know what the rules are.

I'm 99% sure that Blizzard can't ban anyone without a reason. A lot of the banning comes down to judging whether or not an action violates the TOS/EULA.
And that's why they are needed. If you didn't have to agree with them you could do whatever you want in the game, without any risk of being banned (legally, that is). Having to scroll them every patch could either be that they actually change every time or that you have to accept them
for
the new content.
TL&DR: The TOS is a legal document. If you don't accept it you can't play. Spinning my mouse wheel a couple of times a month isn't hard.

That doesn't mean they do it. It just means if they happen to ban you, you can't do anything about it (except dispute it, of course).

I read it every now and then. Let me share the list some reasons for immediate termination of contract:
- participating in the game (YAY)
- participating in a community not run by Blizzard
State religion comes to mind, except state religion at least use scapegoating as a reason for expulsion.
And then the clause on eavesdropping.. I don't know if I should laugh or cry. While in the past Blizzard took the freedom to sniff around on your computer, in search for bots it seems.
But then, the damage by termination of contract is only 15 euros.

Given the millions of people subscribed to WoW, I highly doubt Blizzard has the time to just go through and ban someone randomly for no reason. Unless you get reported or you run a 3rd party program that flags your account somehow, I doubt Blizzard would even know you existed.
Basic common sense should tell you what you can and can't do in WoW without having to read the ToS and EULA. Blizzard isn't in the business of pushing people away, they are in the business of getting more subscriptions. If they do in fact ban someone, rest assured there was a reason, even if a "false positive" (ie you have an Asian IP and you transferred a lot of gold from one toon to another).
Truth be told, most of it is in such legaleze that a person just about has to have a law degree to understand it anyways.

I always read the eula, reminds me where I stand with my WoW account and Blizz. I didn't always read EULAs though, but ever since I read about

Techdirt points out that PC Pitstop buried a note in one of their app's EULAs, saying they would give $1,000 to the first person who emailed them at a certain address. It took four months and over 3,000 downloads before someone discovered it and wrote the website. Of course they're simply putting light on how outfits like Claria (whose gator EULA is 5,936 words on 63 pages) often bury absurd demands in their EULA.
I've thought it may be worth a look, just in case.

Its pretty common sense on why they even have one, if you actually bothered to read through it instead of making this dumbass thread you would understand why its in place and would understand why you have to at least scroll through it when they make you.

I read through it during Tuesday maintenance once.
That's about it, really. When I was like eleven, I had this genius idea that I should put in the ToS "IF YOU AGREE, HIT 'I DO NOT AGREE TO THESE TERMS' AT THE BOTTOM" or some &*!@ so they were cheesed into screwing it up and getting banned or something.

Enough of us will read the ToS/EULA each time that you will never have to. Someone will catch them should Blizzard attempt to slip something in that we would not agree with. Just play the game and trust that someone else will keep you from getting legally screwed. Remember that World of Warcraft has this obscene and overwhelming population. Someone outta all those millions will read that each time.
And if everybody took that stance, nobody would read it. :P
