What is the best spec(frost/fire/arcane) for pve instances and raids?

See, the thing about that is, there almost is never a "best" spec. It's all about your playstyle and what you enjoy. If you don't like it, you don't play it well, and your DPS tanks. Not to mention that it is WAY too early to ask that question, as I doubt even EJ has been able to crunch many numbers yet.
If I had to guess, it would be fire. But I don't know what the gear is looking like at cap, besides that we look to be needing to reforge spirit on just about every piece...
But the specs are still quite gear driven, but it appears that encounters are leaning toward multimob situations, so Fire, and most notably Impact DoTs, are going to put you on top of Recount. If that's all you really care about...
But I was able to beat Fire mages in 6k+ gs gear, with my Arcane mage in about 5.6kgs.
And like half the spec is obvious DPS talents anyway, but Blizzard implemented a lot of flavor, so you can make half a dozen specs that all do about the same DPS but could play quite differently.
Just play around with the calc or your toon. Everything is really experimental still.

Fire still tops the dps charts, while Arcane and Frost is approximately 10% behind. Arcane does fall behind on movement fights though.

Doesn't simcraft go on slugmatch fights Patchwerk-esque usually? just checking.
It takes from optimal situations, iirc.

There are several types of fight simmed. The link i posted is from the basic fights, which is probaby tank and spank fights
