i think you've been a bit misled by the idea of percentage damage modifiers. there is a separate distinction being made between things that DO roll and things that don't but that doesn't entirely relate to the buff/debuff thing.
of the BUFFS only - percentage modifiers and crit buffs roll while haste and spellpower ones don't.
as i say, there's two separate things being discussed here and you're mixing them up.
buffs and debuffs
rolling and not rolling
the rolling or not discussion ONLY applies to buffs.
you need to understand the buffs/debuffs thing and THEN you can start talking about rolling and not rolling as it applies to buffs on the caster.

a trinket proc is a buff on you.
CoE is a debuff on your target.
please stop telling me i need to correct something when it's a gap in

i think you're probably crediting blizz with too much forward planning with the buff/debuff local/server thing.
buffs and debuffs as a concept are part of the genre. why buffs affect all DoT ticks and debuffs are checked on damage is simply the nature of the buff/debuff system.
Now, why haste modifiers don't roll is beyond my understanding of the situation.
this was quite a hubbub when the GoQD was first introduced. everything rolled initially and haste was massively overpowered. at the time nobody was really interested in crit rolling.
they needed to fix haste rolling but had to implement some new tech to achieve that. at the time i assumed they would fix crit rolling too but i was proven wrong and blizz announced that they were aware of crit rolling but it wasn't such a big issue as haste had been.
i'm not adding "crit" because that's not what is meant. you're focussing on this crit thing and missing the point.
i've never purported to be an expert in anything actually.

change the phrase to "damage modifying
buffs
" (that is more specifically what is being referred to) since you seem to be misunderstanding the nature of buffs and debuffs but from what you're saying you still wouldn't understand that any better.

What is the definition of buff/debuff? How does one identify the difference?
Buff = positive effect
DeBuff = negative effect
Now buffs AND debuffs can happen on players AND mobs.
I think the various interactions have been covered allready so i'll just stop there.
