Who?
Alliance side you get a quest in the Silver Covenant area of Dalaran to bring a book to a Night Elf Highborne mage in Darnassus. Horde side has the the Tauren in the Sunreaver area in Dalaran who sends you to Thunder Bluff, where you listen to a pair of Tauren talk about the opposite of the Moon being the Sun.

Aponi Brightmane says: Like Mu'sha.
Tahu Sagewind says: Just like her. The parallels I've heard are interesting. And it's no secret all druids, Shu'halo and elf alike, can call upon Mu'sha's light.
Aponi Brightmane says: Where are you going with this?
Tahu Sagewind says: I wonder. Hamuul has guided us well, and I've learned so much from. The legends say that our people were druids when time began...
Aponi Brightmane says: I hear the "but" in your voice...
Tahu Sagewind says: ...but what Hamuul teaches is what the elves know. The night elves. They put such stock in their moon goddess, as creatures of the night.
Aponi Brightmane says: Do you think his teachings are wrong?
Tahu Sagewind says: No! No, nothing like that. He is an elder for good reason, sister. Mu'sha is one of the Earthmother's eyes, and she watches over us. That isn't sinister.
Tahu Sagewind says: But we're nothing if not people who strive for balance. Our warriors fight only when there is need. Our hunters take only what the tribes require to live, and use all they can when they do. The shaman stand as guide and mediator to the elemental spirits.
Tahu Sagewind says: And while we, as druids, are guardians of nature, I wonder if we've overlooked a key aspect of balance in all things.
Aponi Brightmane says: So are you going to bring this up to the elder?
Tahu Sagewind says: No, no. No need for him to trouble about a student's idle philosophizing while he entertains a friend.
Aponi Brightmane says: I suppose so. It's not silly, though, what you said.
Tahu Sagewind says: Well, it isn't exactly a new thought, sister.

Tahu Sagewind says: Still... there is balance in all things, even death. I simply hate the concept that such destruction and darkness might be necessary.
Aponi Brightmane says: There's a phrase... "It's always darkest before the dawn." The dawn will come, though, Tahu. the sun will rise. The balance will shift back to where it should be.
Aponi Brightmane smiles and gestures to the north.
Aponi Brightmane says: Even on the glacier itself, the sun manages to peek through the gloom. I have hope, Tahu. I think we'll make it through this, no matter how dire it looks.
Aponi Brightmane says: But I'd rather still be there on the front lines helping it happen rather than trying to placate myself with belief. We can't just sit around and hope it happens.
Tahu Sagewind says: I know, sister. I know. We'll return to fighting one day. For now, though, maybe it's best to spread the word to others... give them the hope you have.
Aponi Brightmane says: And through that hope, strengthen our side in the fight?
Tahu Sagewind says: That's the idea.

You misunderstood everything I said, first I said ORIGINAL worgens (you know those Night elves who workshiped Goldrinn). Then, as druids don't get any shapeshift form until level 10, It could make sense that the capability of shapeshifting is caused by worgen curse.

i dunno if you do or not, does it matter tho? they're druids, so of course they can shapeshift.
They can.... by level 10. At that time they are already cursed by the worgen curse, so that makes me think Gilnean druids' shapeshifting is caused by the curse. I could be wrong obviously but it seems logical to me.

Personally I think it's a combination of both. The Gilnean Druids probably have no understanding of shapeshifting, even if they are theoretically capable of it. It's not until they are afflicted with the Worgen curse (and perhaps meet the Night Elves) do they figure out how to shapeshift, perhaps by using their nature magic to alter the curse itself. Since they don't have access to any forms (or talents for that matter) until level 10, this does not have an affect on gameplay.
Unless I see either a picture of a Human Gilnean Druid shapeshifting, or one explicitly referring to doing so, I will remain skeptical that such Druids were aware of shapeshifting prior to being afflicted by the Worgen curse.

Y'know, Sold, looking at your replies here reminds me why you were banned several times and the mods aren't responding. STOP INSULTING PEOPLE. Is it really that hard?
Now for a separate note, I believe that Worgen druids in Lore could only turn into Worgen - until they found the Night Elves. Why? Let's take a look at druids in W3.
Druids in W3 could transform into a bear OR a crow, not both. The Worgen druids didn't practice the same kind of druidism as the Night Elves. I see it more as the Type of
Arcane Druidism
which makes more sense for Worgen

Ready for story time children?
Once upon a time there was a little group of boys and girls that lived in this teeeeeeny little village in this teeeeeny little forest on top of this teeeeeny little mountain. One time these boys and girls were out playing in the forest. Alas, little tommy had taken his father's matches and was playing with them! (Gasp!) He was unmindful of the warning's that his father had given him concerning fire, and he dropped a lit match onto the forest floor! (No!) The flame from the match lit up the dry leaves on the forest floor and soon the forest had been engulfed in raging inferno! The poor little boys and girls ran around screaming, looking for a way to escape from this dreadful death! The lungs started filling with smoke and their sight grew dim, and then suddenly, when all hope seemed lost . . . a lock descended from the heavens and gobbled up the fire and all the little boys and girls that were too silly to play with fire.
