Is this a decent raid healer build for a disc priest?

Just because of the fact that you have 0/3 Improved Flash Heal, and you mentioned "raid healer", I'm going to say no. If you were to play the role of raid healer, Flash Heal would more than likely be 90%+ of your casts. Not improving it just seems... trollish.

actually, most of his casts should be PWS if he's raid "healing" as disc, which usually means raid bubbling. You really should still keep Improved Flash heal fully spec'd simply because the points that you're using now as your remaining three are ending up in Healing focus (not particularly useful) and Holy Reach (which will only really affect your PoH and Divine Hymn in the raid setting, and even that increased reach isn't of that much importance to a Disco raid bubbler. I still think that Improved Flash heal is a better choice because even raid healers spot heal. Overall, it's not a terrible build though. Looks pretty standard actually with the exception of the 3 points you displaced.

I had a quirky build like this for a time. The combination of Holy Reach and the Glyph of PoH made that a fairly useful spell to cast. Since you're mainly bubbling anyway, PoH will nearly always be hasted, so if you have enough mana to support it, it's an interesting angle on disc raid healing.
I almost never use Flash Heal these days.The glyph is useless at this point IMO, and the three points in IFH are very low ROI. I run Glyph of Holy Nova, but PoH is the preferred third glyph for most disc priests. Also, I'm running out of 3-letter acronyms.
Fundamentally though, as Oscar said, disc raid healing is really bubble based, so even the stock disc build is pretty darn adept at raid healing.

You know, I considered this as you're saying, but even still, i don't really find that I ever really have problems hitting targets with my PoH with or without it. I find the problem much more to occur with CoH when I run as holy, so I find the usefulness of this Holy Reach talent to also be a low ROI. This all does depend on how well your raid leader sets up the groups (melee grouped up at least).

Now if you're running 10 man instances or 5 man instances, Holy nova can be a good spell to use from time to time, however, in the 25 man setting, I find it quite lackluster. the 3 points in IFH are as well, lackluster, but I tend to spot heal as well as raid bubble, so I find them useful. i suppose it is up to the player and their style, of course.
Also, I'm running out of 3-letter acronyms.

Can't disagree with anything you said. We're in the realm of specialized quirky builds. Not the conservative route, but something a bit spicy, definitely not for everyone or every situation. It's the end-of-an-era, 20% buffed, overgeared, gear-inflated-to-high-heaven world we're in that allows for some creativity. We couldn't have had this conversation with straight faces 9 months ago.

quite true. I mean, there are even SHADOW priests out there pulling 2-3k HPS from Vampiric Embrace apparently (by some guys report somewhere about some friend of theirs from some guild on some realm I heard on some thread).

@ OP, depends, 10 or 25 man raids or both? It's important to remember that 'raid healing' also includes tank healing so flash is really going to help you there. Furthermore, one of the strengths of disc is its ability to adapt to any given situation, eg, tank healer dcs and you have to keep those guys up for 30 seconds, just focusing on being a bubble-bot will gimp your disc utility; in any case, bubble-botting in 10 mans isn't really viable.
You can focus on be a "bubble-bot," but that doesn't mean you still don't retain 90% of your other healing abilities. We're not saying you should skip out on Penance because all you'll cast is PW:S, but that doesn't mean you want to necessarily spend valuable talents/glyphs for spells you won't use very often.
Edit: Most builds are focused around the hardest content that any given player attempts. For the most part, elitists that make up the builds 99% of raiders use, focus on LK. For LK, a disc priest's
primary
purpose (not sole purpose) is to pre-bubble for Infest.

Yes, I used one Divine Hymn in P2 while I reseted my stack off. Highfive for that.
Last night I hit 4.8k hps as shadow in 10 man on Sindi...out-healed one of our resto druids.
Edit: at least I think the fight was Sindi; happened on either her or VDW.

Actually, I'm pretty sure the 4.8k was on 10 man Frostwing Halls (don't remember which boss I had checked on)...I don't care much about my healing done so I rarely even check it; I wouldn't have remembered it at all if I didn't out-heal the resto druid.
