Because some players prefers BGs over Arenas ?
Because it's a completely different environment that most new pvp players are used to ?
You can be bad ( I know I am ) in arenas and be good in BGs.
Being bad at PvP is a complete different things than being bad in arenas.

Good bg pvpers/ bad arena players are bad pvpers period. You only do decent in a bg because the good arena players don't do bgs. Even regular arena players are gods in bgs, because they understand the pvp aspect of the game better than non-arena players. Sorry to break your heart.
Does good arena players will always be good in BGs ? Of course. Like you said, arena veterans know when to offensive/defensive. They know every tools of every class. They have the reflexes and the strategies.
And bads will always will always be bads. Keyboard turners ( sorry guys, the only reason you prefer clicking is because you never tried keybinds ), melee with hit cap, casters without spell pen cap, arcane barrage spamming mages, warlocks with imps, hunters who can't kite, rogues blinding on a target with deadly poison, etc...
But, theres guys in the middle. Usually stuck between 1600 and 1800 not because they are not decent players but for others reasons like they prefer a underground spec ( balance druids, fire mages, subtlety rogues, etc... ), they play an unpopular arena comp with a friend ( disc/enhance, feral/mage, arms/prot warriors, etc... ), they play a comp a BG filled with counters ( like playing lock/priest in a BG filled with warriors teams ) or just because they still don't have all their strategies planned and tested to beat popular comps. In that pool of players, you can find excellent BG players.

I'd just like to point out, there seems to be an assumption that "good" Arena players will try hard in BG's, that the lesser skilled players don't have a chance.
I know a few of my top Arena friends just go AFK in BG's because they find them boring... not near the "rush" of adrenaline they enjoy in the Arena. They que for BG's for the 25 arena points now... they have incentive to do something they don't enjoy.
Maybe under the new system, with weapons and perhaps more arena points for doing BG's, more people will do BG's because of the greater incentive of rewards, but a fair amount of those people will AFK and/or not try. Because of this, maybe some of the newer players to PvP, or players who fail somewhat at Arena, may be very successful under the new BG system.

I don't really get how you arrived to this conclusion. Given the premises of tantalizing rewards, wouldn't this change go even further in promoting the halting of AFKing in BGs? You get a reward for winning, more so than just a crappy 1.8k honor and 25 arena points when you're already raking in 1432 points a week.
The way I see it is the same as WarlockThanatus, albeit a little less insulting. Once the best players available today, via the arena ladder, begin to take BGs seriously the less than stellar players will start to feel the effects. Suddenly they're getting royally stomped on in every game.
Honestly though, they said rated BGs are going to work differently than arena, in that your rating will never drop. I'm trying to think of how that will work out, because if everyone plateaus at one point, EVENTUALLY the bad players will reach the tier of gameplay the top arena players are at, and win-ratios will start getting screwy.
