(Sword spec) Hack and Slash proc rate/damage contribution

My rogue is traditionally specced 15/51/5, and barely budding in the level 80 content; here is his armory page. So i just got revered with Ebon Blade and got the reaper of dark souls, and decided to put some ghetto enchants on them and try out some rotation ideas on a grandmaster dummy.

The problem i immediately noticed was that Hack and Slash, according to Recount, was something like 1-2% of my total damage with only a few hits. Seeing how the Hack and Slash talent is in the "no brainer" category, I understand that either I'm missing something how this works, Recount is giving me bad data, and/or Hack and Slash is vastly overrated. Surely, the +5% crit from a combat/fist build would yield more than that damage? Or the 15% armor ignore from maces?

So, what gives?

All specializations are very close in terms of dps gain. 5% chance for an extra hit is in most cases better than 5% crit. Mace spec is probably the best of the three, however there are very few well itemized maces in the game. Hack and slash is the most popular specialization because itemization allows it.
