Requires One-Handed Melee Weapon
Hammer the current target and up to 2 additional nearby targets, causing 4 times your main hand damage per second as Holy damage.

Long story short, no unfortunatly it does not.

I always wondered about that. SOC scales with weapon damage though, which basically gimps it for tanking.

SoC scales with DPS, not weapon damage (from a Crusader Strike/Divine Storm sense). Reasoning - you do 33-99% weapon damage per melee attack, and your melee attack is dictated by your speed, which dictates your weapon damage, etc.

Bottom line is, it's a flat DPS increase. You don't get any greater benefit from having a slower weapon.

SoC works for Prot abilities. However SoV is better because of the 10 expertise glyph and SoV works fine, no need to waste a talent point where you can get 1% crit instead.

Actually SoV is better due to the 253str libram for tanking.

And for things that you would want the dodge libram on, mobs will not be dieing fast enough for SoC to have an advantage. So SoC loses out due to the libram alone.
