Wonderful, thanks. It didn't really strike me to check a rogue forum since it's a question interesting to all physical damage dealers and not just rogues.
Edit: According to math, this is what I got. I already know that different copies of armor debuffs are multiplicative and not additive. Sunder takes away 12% armor (88% remains). Shatter takes off 20% from the 88% that remains (88 * (100% - 20% or 0.8)) = 70.4% armor remains, 2 shatters = 56.32% remains, and so on.

Basically, staggering shatters is smart over a longer period, but over a very short period, it might be best to stack them, like when heroic ragnaros is rooted for 10-15 seconds (not sure how much but its pretty short) and takes 50% extra damage during that period.
