Each week you can obtain 3 Seal of Tempered Fate

These Seals can be used for an additional chance at Tier 17 loot.

Apexis Crystals: 1000, 2000, 4000 (Sealing Fate: Apexis Crystals, Sealing Fate: Heap of Apexis Crystals, Sealing Fate: Mountain of Apexis Crystals)

Your Dwarven Bunker / War Mill Level 3 provides one Seal of Tempered Fate a week.

Two rare garrison missions have Seal of Tempered Fate as a reward. You should not rely on these missions regularly as they very sporadically appear. They are Drov the Ruiner and Rukhmar, which are both long missions. You can learn more about the mission threats and what follower abilities counter them on the mission pages.

Fate-Twister Seress offers four (4) ways to obtain your three (3) Seal of Tempered Fate per week to be used for bonus rolls during raids. Some follower missions in your garrison also reward seals and currently don't appear to count against your weekly total.

The cost per seal increases each time you repeat a quest that uses the same currency. Please note that the costs have been fluctuating in the beta build to build; I'll keep this updated to reflect the changes.

Also appears to be a reward from a rare garrison follower missions Drov the Ruiner, and Rukhmar.

You can get more than 3 seals in 1 week. I got one of these follower missinos on the beta, then went over and was able to do the 3 weekly quests for seals, so 4 in one day. Depending on how lucky in a week you get with follower missions, you might be able to get 5 or more seals in one week.

For Horde players you'll need to visit Fate-Twister Tiklal in Warspear. Alliance players will need to see Fate-Twister Seress.

You can complete quests from these NPCs to gain your seals which require gold, honor, garrison resources or apexis crystals. The amount doubles each time you use a currency each week.

Cost per seals:

500 / 1000 / 2000 Gold
500 / 1000 / 2000 Honor
300 / 600 / 900 Garrison Resources
1000 / 2000 / 4000 Apexis Crystals

They can also be obtained from a Level 3 War Mill / Dwarven Bunker (Garrison Building) as well as some rare follower missions.

The vendor(s) for this is currently not in game. I have no doubt they'll add him soon, but don't go looking for him as of 11/06/14 because he won't be there (yet.)

"You can use these Seals for a chance at bonus loot from Highmaul and Blackrock Foundry. As Highmaul does not open until December 2nd, you can collect 6 Seal of Tempered Fate in the two weeks beforehand."

This comment should be removed, because no you can't. The vendor's not there, and I imagine, as others have noted, that he won't be there until the raids open.

The really relevant question is: If you get no Raid Loot, what else are you rewarded? Want check if it is worth getting one free Seal from Warmill Bunker on Alts for pfofit.

What I'm curious about is how big of a chance is this for gear or will i be wasting 500+ gold for a 90% chance at 30-40 gold?

Quick question:
If you decide to buy the Seals, can you use one form of currency, and the next tier you can use another one (like 1 seal for 500g, and the next seal for 2000 apexis crystals)?

Another question. If I just do the gold quests, don't these three seals just cost 500 + 1000 + 2000 a week? Doesn't seem worth it to upgrade my Dwarven Mill for this..

I didn't play Pandera (quit during Cata & am recently returned). How, exactly, are these used? What is a "bonus roll?"

Its far easier to come up with 500g and faster than it would be to give any of the other stuff in honor, apexis crystals or garrison resources.

To find out how many seals you already aquired this week run the following macro.
It will also count the seal you can get from your Garrison Blueprint: War Mill, Level 3.

So, if I'm reading the above comments correctly, this is a system that is mainly (well, solely) usable for pvp players as the turn in (vendor) is in pvp land Ashran? Is that correct?

I thought the plan behind making these sort of expensive to obtain was to make them more rewarding. Now it could be just me but these seem as useless (very low success %) as ever...

if anyone is wondering what the odds of getting gear from the extra rolls are, its low, seems to be the same odds that we had in mop. so far I have used 5 seals and only got gold each time, average of 29 gold per roll, I used a mix of gold and garrison resources to obtain them, so it seems to be a waist of hard earned gold and resources

I haven't gotten hold on one of the seals yet. But I'm still interested in how I will be able to use them once I can obtain one.

If you already have 10, the vendor would not think twice of taking your currency and giving you nothing, not even a confirmation

7 seals and 7 times gold. So yeah, chances are pretty slim, when on my main i have gotten gear from bonus rolls 2 times out of 16.

Odds of seals working are same as in MoP, which are hilariously slim. So far 2 seals out of 9 which comes out to be %^&*ty% rate for how much they make us give for them, unlike in MoP where seals were literally the only thing charms were good for.

What I'm now curious about is how these rolls work with BoE loot. Specifically, The Butcher in Highmaul drops some BoE items. Are these possible to get on a bonus roll?
