Abilities

Level 2 Herb Garden offers:

Placing up to 14 work orders, one requires 5x Draenic Seeds and produces a variety of random Draenor herbs and occasionally some Apexis Crystal. It takes four hours for one work order to complete.

10 random Draenor herb nodes per day for gathering without having Herbalism. Nodes also contain sometimes Draenic Seeds and/or Primal Spirit. When gathering the nodes, there's a chance to spawn Disturbed Podling which drops more herbs and has also a chance to drop Nightshade Sproutling.

You must reach Level 96 before the quest to unlock the Herb Garden becomes available.

If you already picked your flowers that day, additional nodes will spawn after performing the upgrade to level 2

Requires level 96 to access the quest that lets you build the Level 1 Herb Garden:
Clearing the Garden (Alliance)
Clearing the Garden (Horde)

Then the Level 2 plans, Garrison Blueprint: Herb Garden, Level 2, can be purchased from the garrison “blueprints vendor” for 1000 gold. (Alliance: Sparz Boltwist. Horde: Rezlak)

Herbalists can get skill-up points from picking the herbs in the garden.

Once upgraded to level 2, you can assign a follower to your Herb Garden. This will allow you to specify a specific type of herb to grow for the next day’s picking — instead of the usual random assortment. This can be useful for things like focusing on Frostweed which is used by the Alchemy Lab Level 1 work orders, among other things.

There is a follower available at level 90, for each faction, that is guaranteed to have the Herbalism trait:

Alliance: Fiona / Shadow Hunter Rala, available from the quest Fiona in Shadowmoon Valley
Horde: Fiona / Shadow Hunter Rala, available from the quest Oath of Shadow Hunter Rala in Frostfire Ridge

I currently have the level 2 herb garden only, so I'm not sure what it's like for the other levels, but I can't help but notice that the horde herb garden bears a striking resemblance to the horde logo.

I've added a screenshot, in which you can see it quite well.

You can upgrade from Herb Garden Level 1 simply by buying Garrison Blueprint: Herb Garden, Level 2 from Sparz Boltwist/Rezlak for 1000 gold (and of course paying the upgrade cost). No achievement/quest/level necessary.

Also, when you assign a follower to the Garden at your Architect Table, and then speak to Olly Nimkip/Nali Softsoil to start work orders, it says "Follower bonus active!" in green in the lower left of the window. So assigning a follower appears to boost work order output here, as it does with the crafting buildings, even though that's not documented anywhere (except in Tritox's comment). However I cannot confirm the effect because for the moment I'm saving up my Draenic Seeds.

Tip: Make sure that none of your followers are hanging around your Herb Garden before you start herbing. If a Disturbed Podling spawns, your follower will most likely attack it and then you won't be able to loot it! You can avoid this by simply talking to the follower(s) and getting it to patrol with you.

Submitted the following bug report considering GM's won't (at the moment) respond to Garrison tickets. -- Since patch 6.0.2 I have been unable to successfully get Tarnon to plant specific herbs. While I am able to interact with Tarnon and able to successfully ask to plant a specific herb, Tarnon refuses to plant that specific herb and continues to plant and grow random herbs.

The herb garden (level 2) is also a way to get the herbs used in cooking the Draenor recipes that grant increased stats (like +100 haste for an hour).
