This is one of the buildings that will be introduced with the Garrison in Warlords of Draenor expansion pack. This is the second level of 3, with 1 more upgrade available.

This will very useful for players with the Inscription skill, and has the following abilities for each level:
Level 1: Generates a batch of Inscription reagents daily, and allows production of Glyphs and other inscribed items. The building can store at most one batch at a time, and new batches are only produced if free storage space is available.
Level 2: Now stores up to two daily batches worth of Inscription reagents.
Level 3: Unlocks Specializations, and ingredient capacity increases to a maximum of four daily batches.
This can only be placed on a small lot.

Level 2 Scribe's Quarters offers (without Inscription):

Placing up to 14 work orders, one requires requires 2x Cerulean Pigment and produces War Paints plus sometimes Sorcerous Earth and Sorcerous Water. It takes four hours for one work order to complete.
The following items:

Cards:
Card of Omens - A random Blood Card which can be sold up for 6,000 gold!
Savage Tarot - Item level 600 Agility/Strength/Intellect trinket
Laughing Tarot - Item level 575 Agility/Strength/Intellect trinket
Ocean Tarot - Item level 550 Agility/Strength/Intellect trinket
Darkmoon Card of Draenor - Random Darkmoon Card, possible deck outcomes in this comment

Staves and Wands:
Etched-Blade Warstaff - Item level 630 Agility staff

Off-hand:
Shadowtome - Item level 630 off-hand

Other:
Draenic Mortar - A way to crush herbs for pigment

You can also assign a follower with Inscription trait to the building. Doing so increases the work order yield (affected by the follower level) and enables to create merchant orders with Draenor Merchant Order. When two same Partial Receipt (Random) are combined, a Merchant Order or Large Merchant Order is created. The former contains ~70g and the latter ~250g while both orders also include a set of food and/or Tome of the Clear Mind.

If you are a non-scribe attempting to start work orders at the Scribe's Quarters, you can mill pigments by using a little ore to create the Draenic Mortar (talk to the inscription trainer in the building). The mortar will allow you to mill herbs without training Inscription.

Having a follower with the Inscription trait at your Scribe's Quarters Level 2 awards you the option of creating a Draenor Merchant Order ONCE a day. To do this, you need to speak with your assigned, Inscription follower who will give you a chance to craft said Draenor Merchant Order using:

Cerulean Pigment x 4
Light Parchment x 2

Doing so will award you with two Partial Receipt (Random):

If luck grants you 2 "identical partial receipts", you can immediately combine them to create one of three possible Merchant Orders:
If you do not receive 2 "identical partial receipts", please read below.

The point of these Merchant Orders is simply a way to make gold if you have spare Cerulean Pigment.

A couple things to note:

Since the two partial receipts you will receive are random, you may not get 2 "identical partial receipts".
If that is the case, you will have to wait until server reset to make another set (again, using your assigned follower).
However, the next set ALSO may not match the others; in which case, you must wait for all four Partial Receipt (Random) to expire.
Once expired, each partial receipt will be replaced with an Expired Receipt, which you can FINALLY combine to create one of the three possible Merchant Orders:
