This is one of the buildings that will be introduced with the Garrison in Warlords of Draenor expansion pack. This is the second level of 3, with 1 more upgrade available.

This will very useful for players with the Leatherworking skill, and has the following abilities for each level:
Level 1: Generates a batch of Leatherworking components daily, and allows production of leatherworked items. The building can store at most one batch at a time, and new batches are only produced if free storage space is available.
Level 2: Stores up to two daily batches worth of Leatherworking components.
Level 3: Unlocks Specializations, and ingredient capacity increases to a maximum of four daily batches.
This can only be placed on a small lot.

Level 2 Tannery offers (without Leatherworking):

Placing up to 14 work orders, one requires requires 5x Raw Beast Hide and produces Burnished Leather plus sometimes Sorcerous Earth and Sorcerous Water. It takes four hours for one work order to complete.
The following leather armor, mail armor and cloaks:

Mail armor:
Traveling Helm - Item level 585 Agility/Intellect helm
Traveling Tunic - Item level 565 Agility/Intellect chest armor
Traveling Leggings - Item level 540 Agility/Intellect pants

Cloaks:
Brilliant Burnished Cloak - Item level 640 Intellect cloak
Nimble Burnished Cloak - Item level 640 Agility cloak
Powerful Burnished Cloak - Item level 640 Strength cloak

Other:
Leather Refurbishing Kit - Secondary property reroll for Leatherworking items with item level 640 or higher
Drums of Fury - Alternative to Bloodlust / Heroism / Time Warp

You can also assign a follower with Leatherworking trait to the building. Doing so increases the work order yield (affected by the follower level) and gives the access to a collection of account-bound tents (resting in a tent for 10 seconds will provide you 10% to all stats for one hour):

Horde only: Ornate Horde Tent, Blood Elven Tent and Orgrimmar's Reach

Crafting one tents costs 25x Raw Beast Hide.
