This is one of the buildings that will be introduced with the Garrison in Warlords of Draenor expansion pack. This is the second level of 3, with 1 more upgrade available.

This will very useful for players with the Blacksmithing skill, and has the following abilities for each level:
Level 1: Generates a batch of Blacksmithing components daily, and allows production of forged items. The building can store at most one batch at a time, and new batches are only produced if free storage space is available.
Level 2: Stores up to two daily batches worth of Blacksmithing components.
Level 3: Unlocks Specializations, and ingredient capacity increases to a maximum of four daily batches.
This can only be placed on a small lot.

Level 2 Forge offers (without Blacksmithing):

Placing up to 14 work orders, one requires requires 5x True Iron Ore and produces Truesteel Ingot plus sometimes Sorcerous Earth and Sorcerous Fire. It takes four hours for one work order to complete.
The following plate armor, weapons and shields:

Weapons and shields:
Steelforged Axe - Item level 630 Intellect 1h axe
Steelforged Dagger - Item level 630 Agility 1h dagger
Steelforged Greataxe - Item level 630 Strength 2h axe
Steelforged Hammer - Item level 630 Agility 1h mace
Steelforged Saber - Item level 630 Strength 1h sword
Steelforged Aegis - Item level 630 Intellect shield
Steelforged Shield - Item level 630 Strength shield

Other:
Truesteel Grinder - Secondary property reroll for Blacksmithing weapon or shield with item level 630 or higher
Truesteel Reshaper - Secondary property reroll for Blacksmithing armor with item level 640 or higher

You can also assign a follower with Blacksmithing trait to the building. Doing so increases the work order yield (affected by the follower level) and allows the use of two special buffs which are gained by talking to the working follower:

Song of the Anvil - No weapon or armor durability loss from use for four hours
Solace of the Forge - A chance to summon Guardian of the Forge to help you in combat while Draenor outdoor zones for four hours

Unlocked by Working More Orders - complete 250 work orders at your Garrison.

For those who missed where to assign followers to your level 2 buildings, it is at the top of the building summary on the architect table. Click on the building on the little map and you will see the option "Click to assign a follower". You remove them in the same place.

If Yulia Samras (the NPC who processes your work orders, since you probably don't recall her name) goes missing for you, and you have built a Dwarven Bunker, check there.

For some reason, she wanders like some of the other (non-usable) NPCs and can sometimes wander over there. Very confusing, and maybe Bliz will make her stay put in the future.

Improve your work orders in Forge (for use by blacksmiths)

--> Blacksmithing Can reduce your durability damage and increase work order output when assigned to the Forge.
A follower with this trait can be assigned to work in the level 2 or higher Forge.

When working in the building, the building's work order yield is increased (affected by the follower level) and you are allowed the use of two special buffs which are gained by talking to the working follower:

Song of the Anvil- No weapon or armor durability loss from use for four hours
Solace of the Forge - A chance to summon Guardian of the Forge to help you in combat while Draenor outdoor zones for four hours

(Rulkan = only follower with Blacksmithing)

Before you can take Rulkan's quest to get her as a follower, you must go through the quest chain starting with Into Twilight, and eventually get Chasing Shadows which sends you up to Exile's Rise to meet Rulkan.
She will then give you the quest, Ancestor's Memory, which just has you hop down the cliff, go into the cave, and click the totem in back. She'll join you in the cave and show you a vision.
At the end, turn in the quest, and when you take the quest Rulkan, you get her as a follower.

(Na'Shra = only follower with Blacksmithing):

In Frostfire Ridge, Initiate Na'Shra (65,0; 39,5) in Gate of the Breakers offers Smeltcraft for you and after completing it, Weaponsmith Na'Shral joins your garrison.
