Changes in 7.2.0
Overall, nothing too notable has changed. Just new artifact traits and a mechanical change to Starfall.
Baseline Spell changes
no longer interacts with Haste. (Duration and tick rate.) This is a nerf to our burst AoE damage (which wasn't good anyway). This does not change the total amount of damage Starfall will do per cast. The impact of this change will be noticeable in Mythic+ dungeons.
Artifact Traits added
Radiance of the Cenarion Circle
- Increases damage by 10% and Stamina by 10%.
- Moonfire damage increases the Arcane damage you deal to the target by 1%, and Sunfire damage increases the Nature damage you deal to the target by 1%, each stacking up to 6 times.
Wax and Wane
- Your Moonfire increases the direct damage of your Moonfire and Sunfire by 25%. Stacks up to 5 times and lasts 30sec.
Light of the Evening Star
- Increases the damage of Starfall by 3% per rank.
Concordance of the Legionfall
- Your abilities have a chance to increase your primary stat by 2000 for 10sec. (Stat increased by 200 per subsequent rank.)
Changes in 7.1.5
Some of our best legendaries were a little too good, as a result, they were brought back in line. To compensate, Balance has received a buff to nearly every baseline spell, and most under-represented talents.
Baseline Spell changes
had their direct and period damage increased by 4%
buffed by 4%
buffed by 4%
damage, and their empowerments, by 18% (up from 16%)
This last change is particularly important when coupled with all of the other changes
Because Mastery affects all 6 of the aforementioned spells, and our Mastery was buffed, this makes Mastery much more desirable
Furthermore, between set bonuses, Artifact traits, and current item levels, most of our spells have close to a 50% Critical Strike chance
While Critical Strike falls off as we progress our characters, Mastery is on the rise
New Stat Priorities
Single Target stat priority:
Haste is very close to Mastery on a single target, if only slightly ahead
Intellect > Haste => Mastery > Critical Strike > Versatility
Multi-Target stat priority:
Haste and Mastery are both important for AoE, however Haste shines more to ensure higher Starfall uptime and DoT tick
Intellect > Haste > Mastery > Critical Strike => Versatility
