Seems like we're getting a Garrison campaign quest every week. Unrelated to which dailies we have or haven't done, this is likely a rotation over 12 weeks. They require level 100 to show up. Each chain rewards 800 Apexis Crystal on completion of the objetive bar you get while in the zone.

Per blue post, each starter quest in the Garrison Campaign unlocks in your garrison one week after you complete the prior Garrison Campaign quest chain.

To start the first one in your garrison you at least have to be level 100. Not clear yet whether it unlocks immediately, or sometime within the next 7 days.

NOTE: For anybody wondering why new campaign quests aren't appearing in your garrison:

You must complete each quest chain before a new one will spawn. Abandoning the quests in your log is not enough to trigger a new campaign quest.

Many people, myself included, seem to have received a campaign quest in their garrison early in the expansion, but not realising what it was, stopped partway through and didn't complete the chain, which has prevented any more from appearing.

Simply go back and complete the chain. The quest-giver in the applicable zone/area will still be offering you the next quest in the chain, so just pick it up and continue. The only problem you might have will be remembering which campaign you abandoned and where it was. You're on your own there I'm afraid.

After reading the comments I realized that I was also stuck in some of the quest chains, but I didn't know which. Therefore I made the macro below. It will check for the first quest in each line.
If the answer is "true" but you miss the corresponding achievement, you have open quests in this chain.

Two of the garrison campaigns are missing (Primal Fury and Strike at Heart) as they are currently not linked in wowhead.

I've completed Crows in the Field and A Strike at the Heart. For Strike at the Heart, there is no data uploaded to wowhead for that questline, but I posted comments on the alliance achieve page The Garrison Campaign/the-garrison-campaign. I won't copy my comments over here because I'm pretty sure your npc's and quests are slightly different, but you can head over and read what I wrote for alliance just so you can have an idea.

I just completed "A Strike at the Heart" (Alliance side). It is comprised of the following quests:

- Every Rose Has Its Thorn
- Where There Is Smoke...
- A Stolen Heart

The first 8 quests are handed out randomly on a per week basis after completing those, the following 4 quests you get are a story progression which will continue even further ahead into the coming patches.

I tried using the macro in one of the other comments here, but I think one of the quest id's was for Alliance, not Horde. Made my own - it shows both the start and end quests, so it's easy to tell where you need to investigate further.

Here is a comprehensive guide on the quests involved in each of the parts of the garrison campaign (HORDE VERSION). If you do not complete each quest line COMPLETELY,

you will not get another Garrison Campaign quest the following week! I've included instructions on troubleshooting if you have stopped getting quests - you can figure out what you haven't completed in each quest line.

If you are having issues getting the next questline to come up and you have completed everything previous, try relogging. I was able to get Warmaster Zog to show the Garrison Campaign: Missing Grunt, by relogging.

If you are wondering how the weekly quest spawning works exactly, I have done a lot of research into it. I have a lot of alts and for some reason I decided I wanted to get this done on all of them. Here are my conclusions.

Normally, you only get one quest per week. Sometimes, however, you get two quests the same week. This is guaranteed to happen for two of the quests:

The same week you complete the last quest in the first set of quests you also get the first random quest in the second set (so you will get the 4th and 5th quests the same week).
It is also guaranteed when completing the second set of quests; when you complete your 8th quest you will always get Garrison Campaign: Deep Recon the same week.

You may also randomly get an extra quest the same week, but you will never get more than two quests the same week.

If you are eligible to get a second quest for the week, it will usually appear immediately after a relog. So if you want to get the whole chain done as fast as possible, relog and see if you have another quest waiting for you!

If do you have a quest waiting for you, it will usually show up on your map as a yellow ! over your Garrison. However, a few of them do not, so don't rely on that.

Quests appear weekly in the following order:

First Set
You get one or two of these four quests each week. The order is completely random, but you won't get any other quests until all four are completed:

Garrison Campaign: The Sargerei (Reward: Sargerei Disguise)
Garrison Campaign: Darktide Roost (Reward: Pile of Blackfuse Shredder Scrap via mail)
Garrison Campaign: Grinding Gears (Reward: Dark Iron Mole Machine outside your Garrison)
Garrison Campaign: The Ring of Blood (Reward: title)

Second Set
Works the same way as the first set. You get one or two of these each week and the order is random:
Note that you do not have to wait a week to get the first random quest

Garrison Campaign: The Fall of Shattrath (No special reward)
Garrison Campaign: The Search for Shadow Hunter Bwu'ja (Reward: Soulgrinder)
Garrison Campaign: The Broken Precipice (Reward: Greblin's Profit Sharing Dividends via mail)

Final Set
From here, the final four quests are given in a linear order:
