Besides the item level, don't undervalue the Meta slot. 2% armor is essentially 4% dmg reduction (if you have 50% dmg reduction, you take 50% dmg. If you reduce this to 48%, (50-48)/50 = 0.04 equals a 4% dmg reduction). The marginal benefit to additional armor is greater than it's absolute benefit. Also, Parry DR's harder than Dodge, so having Dodge and not Parry is a huge plus.

This is the best pre-raid tank helm in my opinion.

Gearing up an alt to start running heroics, and I needed a helm with a meta slot to feel comfortable. This is your best option (Justice Point gear aside). I looked at several other helms to try and find one that would work, but oddly the selection is pretty thin. If you have the JP or want to farm the JP, you may be better off just snagging one of those helms to tide you over, but this one doesn't take long to get by doing a few quests to rep up in Twilight Highlands (if you're not Revered already).
