I am seeing a ~500 dps drop with spreadsheeting your build. SR/WD with WP/DP. 5s/3r rotation, which showed to be strongest.
The new backstab glyph isn't implemented in this version of the spreadsheet, but I doubt it would compensate for the massive loss.

I don't have WWS, but when I fought Patchwerk recently (for the first time) with this build and my stats (but buffed by my raid, of course), I did 4040 dps for the fight (3rd in the 25 man raid).
A month ago I was combat swords (didn't have Calamity's Grasp at the time) and did 4.8k DPS on Patch... but i was 11th. Does that mean that Combat Swords is bad? No.
Similarly, coming "third" in a certain spec doesn't justify the spec. Your position on Recount purely relies on the members of the raid.

I'm sorry, but you seem to be underestimating RS's importance. Having your finishers' cost reduced by 25 (while half of them cost 25 to even use) is a very big energy gain in the terms that you can now spend the energy you'd spend on a rupture on a backstab instead. This gets more important when your CP builder is less "Energy-to-CP" efficient.
Glyphed Mutilate is 27.5 energy per CP
Talented Hemo and Unglyphed Mutilate are 30 per CP
Untalented Hemo is 35 per CP
Talented SS is 40 per CP
Untalented SS and Talented Backstab is 45 per CP
Untalented Backstab is 60 per CP
See how Backstab is right at the bottom? Builds using Backstab as CP builder suffer most from lack of RS.

Maybe that's why it isn't a cookie-cutter spec? Maybe that's why combat daggers isn't popular? Whatever the figure, 500 or 150, it's still

Regarding RS, nowadays' most efficient PvE builds all rely on continious frequent use of finishers in order to deal damage and keep up self-buffs. As a result, quick and efficient build-up of combo points is required as well. Now, this build that you proposed is somewhat special, since, as you stated, it does in fact have only two finishers, both being such that you only need to refresh, not to "do as many as possible". Compared to the traditional builds, which have 2 finishers that need to be refreshed (Rupture and SnD) and one which needs to be performed frequently (Eviscerate/Envenom) this build does have a less intense rotation. Therefore I agree that RS may be skipped, based on this judgement.
What I've realised is that in addition to having rather intense rotation due to Finishers which deal instant damage, be it Envenom or Eviscerate, each of the traditional builds has a little extra bonus which gives it a boost
Mutilate
has
CttC
. The effect of this is following: while refreshing SnD, you also deal a great amount of damage, while also boosting your poison proc chances. As the fight progresses, you use 2 finishers (Rupture, Envenom) to manage 2 damaging abilities and maintain a self-buff. You therefore conserve 33% of energy (for the sake of argument, let's assume all finishers cost the same) However, you also have to refresh HfB.
Combat
has increased Energy Regeneration Rate. In addition, during burst, tonnes of
extra energy
are available. Combat is more standard, since you use three finishers to manage 2 damaging abilities and maintain a self-buff. Essentially, energy conservation in Combat occurs passively

is unique because it doesn't waste energy on Combo Point build-up. 3 finishers are used; 1 maintains self-buff, and two deal damage, but in a very intensive and somewhat
abusive
way. Energy conservation here is getting

Your build utilizes 2 finishers, and doesn't have a finisher which deals instant damage; the one that's being literally spammed during heroism. That can be considered a way of conserving energy, since you use 33% less finishers and need to generate significantly fewer combo points. This consequently renders Relentless Strikes usefulness to a debatable importance. However, I think it's because there is no Envenom or Eviscerate , that you frequently use, this build's DPS will not quite be on par with the three traditional builds that I've listed
