Nah, that's too loose, and too easy/random to get loot.
If anything, have a raid reset premade version of AV. Have specific times spelled out in which guilds/premades can compete against opposing faction guilds/premades in 10/25 man versions of AV where you have to win and/or meet certain criteria in order to get loot from the win. This would probably mean you would have to meet all objectives, destroy all towers, and kill the boss before the opposing raid. Zerging Drek/Van before towers are fully capped would be a default loss.
Possibly even making tower control a non issue. Make it so you have to summon the adds and defeat the boss with the aid of a certain NPC, summoning other NPC's or controlling towers would increase his survivability and output(kind of like 3D Sarth). Or grinding/turning in or killing mini bosses award weapons/armor that are instance specific and aid to winning or are required for winning the battle.
Awards loot similar to VoA. Could even be competitive "honor" grinding, while loot is saved per week. Could even have a different loot system, where every win awards a different emblem, that you can turn in for PvP loot.
This could also bring about a new style of "arena" where it's raid based and competitive. It could even go tier wise, and start matching guilds cross battlegroup, and even cross EU/US, but the server system would have to upgrade, and post to a central server so lag and latency aren't unfairly in favor of one side vs the other. Getting too "ranged" like with EU vs. US servers would probably pose too much of a latency problem, but battle group wise would be more than descent.
It would also have to be "balanced" like in arena, where average gear I level or raid rating is taken into account and places raids with better gear with similarly geared/rated raids. Saves the instance, resets on reset.
Just a thought. I think this would bring back the "Epic AV battles of pre BC" back, and give guilds something to do between raid resets. This would also build group coordination and raid flexibility, instead of just the copy/paste raid grinding every week.

The problem, is that in a BG, too many people are being carried by other people. Many of the people in a BG did not actively participate in order to get their gear, hence the term "Welfare Epics." Sounds good, but there has to be a way to punish those who don't even try to win.
And in that case, we'd have the same problem with BG's as Arena: No one is willing to do them, because they're horrible and they don't know they're horrible. Instead they blame some other factor.
I realized this and hopefully the edit I made to loot restrictions would help with this. My version might even be too lenient, and could be more focused on the individual them-self.
I see your point though, and I agree. I'll try to come up with some other sub systems to discourage the 'Afk'.
Here's a simple solution: if occasional items are to drop from looting players, permit only the players who participated in that HK to roll on the item. Don't make it BG wide. And don't make a HK timer, as some players could get 5 HK's to another person's 1 in the same amount of time. Reward those who do more work. You get more HK's, so you get more rolls and random chances of getting an item.
That's to assume that more items from BG's are the topic of conversation at all. If Blizzard really wants to promote more BG play, make it a bigger aspect of the game, I don't know if they'll be keen to give out items again. And Blizzard has been promoting the Arena heavily for quite some time, and I don't think they're keen to take the attention away from it and back toward BG's. I checked your

and can't find anything suggesting Blizzard's wanting to promote BG's. If you're referring to a specific article, please link that. Because if you're making up rumors, you're just giving all of the average, arena-hating players and subpar players high hopes of having the best gear.

Who cares if it gets "Too close to PVE". Why cant we get good rewards from actually fighting other people vs. scripted events?
