What you need as a prot/tank warrior is 13 point in prot down to full defiance, the rest in prot will just make tanking easier :)

The great thing about leveling a warrior is that you get to experience things you won't if you wish to seriously tank later on in the game (high level).
You have to remember when starting over from scratch it's important you understand the game wasn't built around high-level thinking; you need to simplify your train of thought to that of a low level character.
As you level higher, you gain more points and this poses more options. It's a gradual scale so you can learn the class. There's a reason you get this ability or that buff at a certain level!
So with that said, there lies the questions you asked. You do not
lose
any tanking ability (in a figurative way) by choosing Arms or Fury over Protection; you are at a normal baseline. By increasingly putting talent points into Protection you increase your reliability as a tank. For leveling up, Bloodthirst is the way to go for minimal downtime, however the problem with Fury becomes that of an itemization issue. There is little to no +hit gear as you level up which can make dual wielding frustrating at times. On the other hand, 2-hand arms can be just as frustrating as your swings are less frequent and may still miss from time to time. I personally did both over a period of months and found Dual Wield more effective after 40 (there are two rare swords no doubt you know by name, which last quite a while).
The real plague regardless of Arms or Fury is the fact warriors are the most gear dependant class. If you don't plan on doing dungeons 1-60 then make sure you pick quest items that will help you level, be it you're questing or doing dungeons, make sure it works for what you need it for!
I do agree with Naif (above poster) primarily on his choice of talent points and for the same reasons, but you have to understand there is no
best
or set-in-stone way to level.

I would like to add a note about low level tanking (which usually applies to max level also). You are learning while you tank. It's an on-going process and you don't just learn about yourself, you have to learn about the dungeon, etc. as well. At the same time, other players are learning as well. You can't really make accurate generalizations about group at a low level because all players learn at a different pace. They have their abilities to learn and become effective with, just as you. Being understanding and having patience can make lower level tanking much easier. Don't go in expecting to just grab everything in a dungeon and finish in 30 minutes. =) Enjoy it! Your group will love you.
