Dots really only become an effective dps gain unless they are allowed to run their full course. If you can't guarantee that happening then it is generally a better idea to use direct damage. Low dps groups it might be worthwhile to keep in mind but as your gear gets better the LFG system will pair you with better geared peeps so it will eventually only be needed once in a Blue Moon.

IMO, if you are going to be running a 5 man as a healer, but still want to dps, the best thing to do is focus on hots and dots. This allows you to throw heals on the tank that will tick while you cast dots or hurricane.
If your tank needs no heals, you shouldn't be running a healing spec at all, just full dps. The reality is that even in heroics you'll be needing to heal, though, so it's best to have at least Tree of Life.

That's my opinion anyway.
If you go with moonkin form, you just don't have the flexibility to switch between heals and dps. Better to stay in caster form to switch dmg vs healing spells.
You can go several ways with glyphs, but imo I'd stick with MF and IS glyphs with whatever you want for the 3rd one.
