i wouldn't take any dot related talent (except IS) as i usually don't use dots much while levelling. Also keep all your points in the balance tree since you want to get the dps talents asap and the mana regen talents from there are better for levelling purposes.
Also swap iFF to BoP : getting a passive 4% hit buff for 2 points is better than a 3% hit buff that requires you to cast a spell on the target and the armor debuff doesn't matter at all. There's still the crit buff left but you'll do more damage casting another nuke rather than a FF.

Improved Faerie Fire
, you have a -7% chance to miss with 0 Hit Rating. This means you're already over the Hit Cap (ie. you can't 'miss') for any mob 2 levels above you or less (+2 levels requires -6% hit) -- While leveling, you probably won't be facing any mobs that are 3 or more levels above you (at least, you shouldn't be), so +Hit is somewhat wasted on a boomkin while leveling.
If you opt out of Improved Faerie Fire, then you'd have a 2% gap to cover on mobs that are 2 levels higher, so a little +hit wouldn't hurt, but its not at all vital -- If you face mobs that are equal level to you, your miss chance is 4%, so Balance of Power actually puts you at the cap.
So, in relation to your build: You're crazy to not have Balance of Power, its incredible. If nothing else, just move the point out of Imp. FF into Balance of Power. Maybe even one out of Improved Insect Swarm as well. Balance of Power is too good to not have.

I've heard that in terms of Mana help, "Omen of Clarity > Intensity > Dreamstate >= Moonglow". I don't know if this is still the case, this was awhile ago. Obviously if you were trying to absolutely MAX out your regen, you should get all 4... but if this is still correct, then shooting for Omen and Intensity probably isn't a bad thing, except that it gimps your ability to work down the balance tree.

Considering we're on the subject, what is the common consensus on Owlkin Frenzy in a leveling build? I know when i leveled my druid i found it proc'ing quite often so personally i thought it was incredibly useful. I did however spec out of it the second i was 80 and doing instances, just like any boomkin should.
I agree that its basically a leveling talent, and while soloing is pretty useful. Once you have the points to spare I'd take it though, it does seem to proc constantly.
It may gimp me, but I just hit 58, so I'm able to at least pick up the majority of the Balance Talents, including Moonkin form, and still have those mana problem talents.
Should I just fully spec into Balance at this level?
The only problem I see would be downtime, but I could possibly just take Dreamstate =/
You guys are very helpful about deciding my final leveling build.

I would say pick one extreme and try it, for now, start with trying to max out all 4 talents and see how much downtime you have. You'll always have it in the back of your head that you could increase your DPS at the cost of downtime, so knowing how much the MINIMUM downtime is will help you decide if you're willing to risk it. Since you stated at the start that your goal is to minimize downtime, I'd say to try a build that gets all 4 talents, maybe like this:

My 2cent: I did exactly the same thing, re-specced balance for a while in Outland (but a little later, I was in my mid-60s).
Even with Dreamstate there will be downtime. Balance is just in no way like feral leveling, you will have to drink, period (in quest gear that is). As long as you don't chain-kill mobs all the time the new Innervate will help you not to drink too often but be prepared to have downtime. If you don't want any downtime go feral (I specced back to feral fast, hated Moonkin leveling and the downtime/drinking).

P.S. - when you get to them the treants form Force of Nature are a great way to kick an elites teeth in. Also feel free to move a point into Typhoon as well when you get to that point. It's a fun spell to play with but not absolutely the best for leveling.

OoC > Intensity > Dreamstate > Moonglow is still true but only applies to raiding situations.
While levelling, you won't have the int/spi buffs that allow Intensity to become better than Dreamstate. Also Intensity is useless while out of combat, which will happen a lot while levelling.
That's why i basically advised to not put any point in resto until you get all you want from the balance tree. You'll get downtime anyway, but the best way to proceed is simply to kill mobs as fast as possible and using the fewest spells possible.

The only times I ever use DoTs while leveling was on an elite mob.
