Does this really need to be brought up again?
I was going to tell you to L2Search, but I honestly couldn't find the thread that included the math proving that SoB/M is better overall damage than SoC when I tried to search for it. I really, really wanted to give you the numbers, just so this doesn't have to come up again.
All you really have to do is look at this from a conceptual perspective -- Seal of Command is designed to hit hard, and burst hard. The trade-off? Not much. Seal of Blood/Martyr, however, is DESIGNED to give you better damage. Trade-off? You hurt yourself.
The thing is, SoB/M procs off every single melee that lands, and most of our abilities. SoC only has a chance of doing so. Now, in a short amount of time, if you have several SoC procs? You'll do more damage with it. However, over a long enough timeline, no matter what, the math is on SoB/M's side. It WILL do more damage, assuming you're landing every attack (see: not running around being kited).
This isn't to say SoC doesn't have uses. I find it nice against mages, as you spend a lot of time getting kited, and therefore, using a harder hitting judgement -- which has a ten yard range, not melee -- is nicer. But that's just my opinion, and as I mentioned, it's purely situational.
In PvE, against (mostly) stationary targets, whom you are consistently hitting, the math is just on SoB/M's side.

EDIT: Wanted to add, that this was obviously to answer a question about SoB/M in PvE. It's still better in PvP, due to the fact that even on a stunlocked target, it's guaranteed to do a high amount of damage. SoC has a very small chance of doing more, but it's very slim. And again, on a long enough timeline (see: a standard Arena fight), SoB/M will output more damage than SoC.
